(since 2004) Advisory Committee on Support for People with Disabilities (since 1999) -11 members from DPOs, NGOs, Universities and Institutes (JICA at glance) Headquarters in Tokyo, about 90 overseas bureaus Projects in around 150 countries 1,664 staff members (as of March 2010) and thousands of experts and volunteers on both short-term and long-term contracts Operational budget: US$12 billion (FY 2010) 2. Guidelines on Disability (2003) Full Participation and Equality for Persons with Disabilities (PWD) Empowerment Mainstreaming • Leadership training • Independent living training • Vocational rehabilitation • Active involvement in CBR • Consultation for persons with disabilities and their families • Advice for DPOs, etc. • Involvement of persons with disabilities as beneficiaries of projects in various sectors • Participation of persons with disabilities as implementers of projects targeting at persons with disabilities, etc. Direct support for PWD PWDs’ participation in JICA’s projects Interaction • CBR and development of CBR workers • Capacity development of professionals • Advice for policy development • Awareness raising, etc. • Awareness raising and capacity development of staff members • Development of a barrier-free environment in JICA • Support for staff members with disabilities, etc. Develop the environment for mainstreaming in JICA Develop empowering environment

Technical Cooperation Projects Long-term and short-term experts, training, necessary equipment Currently 11 projects in 10 countries Partnership Projects with Japanese NGOs Special needs education, audio support system for persons with visual impairments, sports promotion, wheelchair support, HIV/AIDS education for persons with hearing impairments, etc. 11 projects in 9 countries (as of March, 2010) 4. Various T/ C schemes – (1) Empowerment of PWDs in Pakistan Sports promotion in Laos

Training Programs Group, region-focused, country-focused Leadership, CBR, economic empowerment, employment promotion, etc. 20 courses, 141 participants in 2009 Japan Overseas Cooperation Volunteers (young volunteers) Social work, OT, PT, special support education, handicrafts, youth activities, etc. 4. Various T/C schemes – (2) Young volunteers supporting women with disabilities in Syria Leadership training for PWDs

Technical Cooperation Project:Creation of a Non-Handicapping Environment for Filipinos with Disabilities in Rural Areas • In 2 model areas, develop the capacity of persons with disabilities to identify social and physical barriers and empower them for social change. • Raise the awareness of local people. • Create a mechanism among local DPOs, municipal officials, key persons, architects and engineers to develop an enabling environment. • With National Council on Disability Affairs (NCDA), develop a monitoring mechanism on physical and social accessibility.

Technical Cooperation Project:Asia-Pacific Development Center on Disability Project(Phase 1 & 2) Objective:Not Only Rehabilitation, but Empowerment Approach: Human Resource Development and Building Networks In fact, over 70 international seminars, trainings, and workshops on a basis of South-South Cooperation have been organized by APCD since 2002.

ODA Loan Project:Mainstreaming of Disability in Developing Mass Rapid Public Transport System in Delhi Metropolitan Area, India • Special facilities were installed. • ramps • lifts • tactile flooring • audio-visual announcement system • special public lavatories • All the front line staff were trained. • Consultations with local DPOs were conducted from the designing stage.
