  2. References • The Rules for working trollies, motor trollies and lorries as contained in Paras 15.18 to 15.27 of chapter XV-B of General Rules (GR) (1976), supplemented by the Subsidiary Rules (SR) issued by individual railways. • IRPWM Chapter XI (Para 1101-1122)

  3. CHAPTER XI IRPWM (PARA 1102) WHAT IS TROLLY , LORRY. • Vehicle which can be lifted bodily off the line by four men shall be deemed to be a trolley. Any similar but heavier vehicle (include dip lorry) shall be deemed to be a lorry. • Trolley (except in cases of emergency) when used for carriage of Permanent Way or other heavy material shall be deemed to be a lorry. • Any trolley which is self propelled by means of a motor is a motor trolley. • Trolley when used for carriage of materials (only in emergency) shall be deemed to be a lorry (Material trolley).

PARA 1103 :Certificate of competency • Only qualified person to place on line. • Such person responsible for protection & its being used as per rules. • Such person should possess a certificate of competency. • such person should be literate, and have knowledge of local language, have passed prescribed medical test & have thorough knowledge of working rules. • As per SR 15.18 / 2 & 3 - Competency certificate is issued by CE, CTE, CBE, CSO, CSTE, CSTE / C, DRM, JA grade officer of Engineering and S & T department. This certificate is issued after examining the person in safety rules for running of trolleys , motor trolleys and lorries. Validity of this certificate is one year.

PARA 1104 Officials permitted to use • Trolleys- All officers & inspectors of Engineering and S&T department and such officers and staff of the operating, commercial and OHE department, and head trolley man as may be authorized. • Lorries - All inspectors of Engineering and S&T department. PWM, mates, as may be authorized. • Motor Trollies - All officers of Engg, S&T, Operating, and commercial Deptt, motor trolley drivers & such inspectors as may be authorized.

  8. Official in-charge of trolley/ motor trolley/ lorry at all times responsible for its safe working. When more than one person holding competency certificate travels in a trolley, the official working the trolley is responsible for its safe working. Every precaution & protection taken against accident. While entering tunnel or cutting, proceeding over long bridges, make sure that no train is likely to be met. While approaching LC look out for road traffic & ensure safe passage. PARA 1105 Responsibility for safe working

PARA 1106, 1107, 1108 & 1109 1106 - No lorry, trolly or motor trolly shall be placed on the line unless, it is fitted with efficient brakes, tested before the commencement of each journey. desirable that while working on ghat section are fitted with screw down brakes in addition 1107 – No trolly / motor trolly/ lorry shall be attached to a train. 1108 - Working on Track Circuited Sections – each Rly shall issue instructions for wkg on automatic signalling has been provided. 1109 - Each trolly/ motor trolly and lorry shall be marked with its number, code initials of the department, the designation and headquarters of the official-in-charge

PARA 1110 conveyance of trolly by train. • Do not load in a train without the consent of guard. • when motor trolley loaded in train, flow of petrol in the carburetor should be cut off, pressure if any, released. • Normally other than Rly. Officials not permitted to use trolley. 1111. Trollies, Motor Trollies and Lorries not in use shall be placed clear of the line, and wheels thereof secured with a chain and padlock. When placed on a platform to be loaded into a train, it should be under the charge of a trollyman and placed where it will not be in the way of passengers or working staff. Whenever possible should be placed in a shed, and key shall be in the possession of the official-in-charge.

PARA 1112 conveyance of non-railway officials • In special case magistrates, police, telegraph, military, medical & forest personnel or person requiring medical aid may be conveyed by the order of competent authority, after signing an indemnity bond. • On indemnity bond , contractors & their agents may be conveyed on trollies

  12. TROLLY REFUGES (Para 1115). • Trolley refuges are required to be provided over long bridges, tunnels, cuttings & high banks at suitable interval. PARA 220 TROLLY REFUGE(CS 116 &119) • Max distance apart shall not exceed 1km subjected to • Cutting:- 200 m straight and 100 m curve, • High bank :-200m • Bridges with:- Main Span less than 100m:-100m • Main span 100m or more:- on each pier, • Tunnel:- 100m • On ballasted decks - 50M.for BG/MG both

Para 1116 - Equipment on trolley / lorry / MT • Two HS lamps • Two each red & green HS flags • 10 nos. detonators (CS 135) • A chain & pad lock • Working time table with correction slips • Motor horn & search light (for M. trolley) • Two banners & extra detonators(lorry) • Official should have a watch, updated WTT. In addition to above, following may also be considered essential, Trolley box having important manuals , registers, circulars, Equipment box having Versine / wear measuring gadgets, calipers, scale, gauge cum level, spanner, hammer, etc. which will be reqd for inspection.

  14. 1117. Signals for Trolly/ Motor Trolly / Lorry Day Signal - when on the line shall show a red flag by day, fixed to a staff on a socket and conspicuously visible in both directions. Night Signal - On a double line - red light in the direction from which trains are expected and white in the other direction and on a single line, red in both directions. When working within the station limits, the light displayed at night shall be red in both directions. Signals within long tunnels - the night signals prescribed must be displayed during the day in addition to the red flag. In the case of thick foggy or tempestuous weather impairing visibility, light signals must be displayed in addition to the red flag. As soon as a Trolly/ Motor trolly/ Lorry is removed from the track and placed clear of it, the red flag or light signal shall be removed

  15. Always be manned by four men. Always be pushed & not pulled With block protection - May be worked under block protection, wherever possible without interference to train service Should be worked under block protection in night & during day also, if visibility is poor, On specified sections, under block protection. In block protection, worked as trains Without block protection– day time & section with normal visibility In Other cases not covered above, Before placing trolley on line, ascertain train position, Official in charge gives the programme to SS, who returns a copy stating trains running on section. SM to issue Caution Orders (both lines in case of DL) 1118 - Working of trollies

  16. Working of Trollies.. • The max number of persons including trollymen which can be carried on trolly must not exceed 10. • While doing trolly inspection minimum 4 trollymen must available be always. In addition, in locations like cuttings , sharp curves, tunnels etc. where visibility is poor, additional gangmen should be available to push trolly & trollymen utilised for protection. • On a plain section , where visibility is clear for 600 M or more, after ascertaining train position , trolly can be placed on line , displaying 2 red hand signals attached to trolly frame. Further additional protection if required, shall be arranged. • Every Trolly /Motor Trolly /Lorry should be numbered & designation of official in-charge marked.

  17. PARA 1119 WORKING OF MOTOR TROLLIES Motor trolley must be worked under block protection and should be treated and signaled as a train. Motor trolley however may follow train or another motor trolley, in same block section when during day, visibility is clear.However, a distance of half a KM must be maintained between the two. In such cases, should be driven very cautiously and speed must be under control so as to stop it before next stop signal, from where it will be piloted up to the station by cabin man or points man by hand signal. On reaching station , Trolley permit shall be handed over to SM of that station.

  18. General rules……. • Do not load in a train without the consent of guard. • When motor trolley loaded in train, carburator should be cut off, pressure if any, released. • Normally other than Rly. Officials, not permitted to use trolley.

  19. Working under block, minimum 4 men in addition to number of men required for expeditiously loading and unloading of materials. When working without block, adequate men must be available to readily remove lorry and its contents. Flagmen, passed vision test and having thorough knowledge of protection rules must be deployed. Whenever possible, lorry must be worked under block. Only in block if , It is to work in emergency , during night time. Visibility restricted due to sharp curves/ cuttings. Loaded with Rails ,Girders or specially heavy materials which may cause delay in unloading. WORKING OF LORRIES Para 1120 IRPWM

  20. Protection of lorry working site • Protection by flagman at 1200 M showing red hand signal and carrying detonators . If necessary, intermediate flagman posted to relay signals. • On sighting a train, flagman shall vigorously wave red flag and also keep 3 detonators 10 M apart on track. Detonators removed and red flag withdrawn only when green signal is received from work site indicating removal of lorries. • Trollies travelling together - When two or more trollies are running together in the same direction in the same line, care should be taken to ensure that they are kept at least 100 M. apart

  21. 1121 Working of cycle/moped Trollies • Cycle trolleys are propelled by pedaling instead of pushing. It should be manned by at least 4 men including the person pedaling. • Cycle trolleys when placed on track, should be protected in the same fashion as that of push trolly. • Moped trollies are light motor trollies which should be manned by at least 3 men including driver and protected as that of push trolley.

  22. It is a device with two or more wheels which, in a balanced condition can be moved manually on one rail of track for carrying one rail / sleeper in suspended condition. Whenever necessary, suspended material can be dropped on ballast shoulder, rail dolley removed and train allowed to pass. Rail dolly shall always be manned by at least 2 able bodied persons. Person in- charge of rail dolly working shall not be below the rank of Mate / Keyman, must hold competency certificate issued by SSE and have passed in A-3 medical category. Section should be surveyed to check ballast heaping which may obstruct unloading. He should get heaping cleared and work dolly only when visibility is clear for 1200 M on BG and 800 M ON MG 1122- Working of Rail Dolleys

  23. Rail Dolly • Rail /sleepers dropped on shoulder of ballast, ensuring that dropped material does not cause an obstruction for passage of train. • Rail dolly shall not be worked on section having gradient steeper than 1 in 200 • In a block section not more than 6 rail dollies to work in a group. • No work before sun rise / after sun set. Shall not work in deep cuttings, steep gradients, sharp curves and heavily built up areas where visibility is not clear for 1200 M on BG & 800 M on MG • Normally traffic block or caution order shall not be necessary for dolly working except on steep gradients, deep cuttings, sharp curves and when 3 rail panel is to negotiate points and crossings fouling more than one line, where it should be worked in block. • While working, every rail dolly / group shall exhibit a RED flag

  25. 1201 - Material Train 1201. Rules for Working of material trains are outlined in : Appendix IX of the Indian Railway Code for the Engineering Department & Paras 4.62 to 4.65 of General Rules for IR (1976) & Subsidiary Rules thereto When the quantity of material is such as could be conveniently trained out in stages, wagon-loads may be attached to goods trains by arrangement with the Operating Department. 1202 - Material Train means a departmental train intended solely or mainly for carriage of railway material when picked or put down for execution of works, either between stations or within station limits. The railway material may include stone boulders, ballast, sand, cinder, moorum, rails, sleepers and fittings etc

  26. 1203 - Economical Working - Material train should be expeditiously and economically worked. The ADEN to form a train of maximum capacity consistent with the haulage capacity of the engine and tonnage approved for the section so as to provide as long a working time for material train as possible in consultation with operating deptt. 1204. Restrictions in Running – ADEN permission - Material Train should not be permitted to work during periods of poor visibility due to fog, storm or any other cause. Except in an emergency such as, an accident or breach of the railway line, working of material trains carrying labour should not be permitted between sunset and sunrise. If due to certain circumstances it is necessary to work Material Trains during night, permission to do so should be obtained from the Divisional Operating Superintendent.

  27. 1206 authority ordering • Operating department. • On receipt of requisition from ADEN/DEN, the DOM advise concern staff by letter, detailing the composition of train, the loading kilometerages, the sections over which the train work, the station over which the train stable and engineering official who will be deputed incharge of the train. 1207 fit to run certificate • Before a material train is allowed to work, the full rake is examined by C&W deptt & fit to run certificate is issued to guard. • These rakes also examined each time it arrives at train examining station and when ever possible, once a week.

  28. 1208 Official In charge of MT • GUARD shall accompany • As Guard is not qualified to Engg work like loading, unloading of rail, ballast, distribution of ballast, maintaining muster and daily reports etc a qualified engineering official be deputed to work as per programme given by ADEN. 1209 Equipment Copy of G &SR Copy of WTT Watch, 12 detonators HS lamp Padlocks , Sprags and chain A whistle, LV board/ tail lamp First aid box Spare pair of glasses two Red flag and one green flag. 1210 before start, the guard must ensure that train is equipped with requisite brake power.

  29. 1211 Working in block section • As per the provision of system of working. • Before a material train enters a block section the station master should advice driver and guard in writing of the time by which the train must clear the block whether it proceed to the block section or return to the station. • On double line MT must not push back to the station in rear but should run to advance station and return on proper line.

  30. 1212 Pushing of material trains • On Down gradient steeper than 1 in 100, pushing is not permitted. • On gradient easier than 1 in 100 ascending/ descending pushing is permitted at a speed not exceeding 25KMPH, provided guard brake is the leading vehicle. • The speed will be restricted to 10 KMPH if brake van is not leading. 1213. Procedure while pushing back • No push back without a written authority from the SM from which it entered the section. Where line clear tickets are in use, the SM shall endorse the line clear ticket as - “to push back to this station” • The SM of a station where the train starts from and pushes back to, must advise the station in advance and also the Controller on controlled sections that the train will push back to the station.

  31. While pushing back… • On the return of the train, the Guard will intimate complete arrival of MT and sign in the trains register book & return the “authority to push back” to the SM which must be cancelled by the latter. • When a train to push back from the section, a green flag must be tied to front or back of the rear brake-van to indicate to men working on the line that the train will push back. • When agreed to push back from the section, it must always do so and not go through to the station in advance. • On the double line, when the train is required to be pushed back into a station, the train must come to a stand outside the advance starting signal and the Driver shall whistle, when, if a line is clear for its reception, it must be piloted into the station. If there is no advance starting signal, the train must be brought to a stand opposite the outer signal pertaining to the opposite direction and then be piloted into the station.

  32. While pushing back… • On SL, when required to be pushed back into an interlocked station, it must stop outside the outer signal and whistle, when, if a line is clear the home and the outer signals may be taken “off” for its reception. At a non- interlocked station, the train must stop outside the outer signal wherein it must be piloted into the station on signals being lowered. • Except in an emergency, material trains may push back during day-light only. If in case of an accident or for any other unavoidable reason, a train has to push back during the night, it must do so at a walking pace and the Guard or a competent railway servant must walk at least 600 metres on B.G. in advance, exhibiting a danger signal until the train comes to a stand as above

  33. Running on Ghat & descending grade • 1214. On Ghat sections, it may be necessary to attach an engine to bank the load in addition to the engine in front, with due care vis-à-vis the engagement of brake levers of as many wagons as may be necessary to assist in controlling the speed. • 1215. Passage over Points – The Driver of a material train should stop the train short of all catch, loop or spring points which are facing for his train and which are not protected by signals. The Guard should ensure that these are correctly set and locked and then hand signal the Driver past the points Speed of material trains • When in block stations with the engine leading, the speed of MT shall not exceed that prescribed for a goods train with a similar load. • When the engine is pushing the train and when as in the case of emergencies the brake-van is not leading (a) The speed must not exceed 10 KMPH(b) The Guard must travel on the leading vehicle and exhibit hand signals to the Driver. (c) When passing over points, the Guard should take action as in Para 1215

  34. 1217 Stabling of MT Shall not be stabled on running lines, except in unavoidable circumstances When a MT is stabled at a station, it shall be protected in the following manner and SM shall ensure that – • The vehicles of the MT have been properly secured and are not fouling track, • All necessary points have been set against the line on which the MT is stabled • The points be locked and keys of such padlocks are kept in his personal custody until the MT is ready to leave the siding or line. The Guard shall not relinquish charge until he has satisfied himself that the MT has been protected as prescribed in this rule. When a MT is stabled in an outlying siding, the Guard shall take over the responsibilities of SM as above. He must pin down sufficient number of brakes and if necessary, lock by means of safety chains or Sprag the wheels

  35.   36. 1223. operation of hoppers • The hopper valves shall be operated according to the prescribed instructions under the direct supervision of the train guard or official-in-charge. • As far as possible one hopper may be unloaded at a time moving at walking speed. The official-in-charge should walk on the side and instruct the labour as to when to open or close the hopper valves. • The train should not be stopped, while ballast is being discharged, labour should not be moved from the platform without first stopping the train.

  37. Working of Track Maintenance Machines • All ‘on track’ machines shall be worked only under traffic block with the permission of the concerned SMs and in accordance with the special instructions issued in this regard . • Para 4.65 of G&SR all relevant details of working of Track Machines are given. • Maximum 5 machines can be permitted to work in same block section. • For through movement 3 track machine can be permitted. • When more than one track machine is running in a block section, there should be a minimum distance of 120 metres between two units.
