CONOPS Biometrics will DENY the enemy freedom of movement within the populace • Badging operations • VCP/ECP’s • SNAP VCP’s to interdict LOC’s • Access to FOB’s and government centers • Enrolling and screening detainees • Screening ISF prior to enlistment • HVI Target confirmation UNCLASSIFIED FOUO

Basic Standards • Units that employ BAT need a BAT man! • The SME who knows how to employ the system, keeps the database up to date, and can do limited training • Training • Establish TTP’s on enrolling standards (QC), screening standards (based on throughput) • Watch lists and DB maintenance • Networking and communications • Classified handling procedures UNCLASSIFIED FOUO

  4. Enrollment requirements • Minimum standards for resident/access enrollment • 2 irises, 10 fingers, facial picture • Quality catches bad guys down the road • As much information as possible • Vehicle Registration? • Be accurate UNCLASSIFIED FOUO

  5. Enrollment requirements • Minimum standards for detainee enrollment • At BN HF’s for those not going to the BDF • Standard enrollment for residents/access • Be specific on 5 W’s. It is important. • At BDF’s: Add slaps / rolls, side and 45 profile pictures • Be specific on 5 W’s. It is important. • KIA enrollment • Iris screening and Fingerprint enrollment Iris (to find out who he is) Prints (to find out if he matches a latent print) UNCLASSIFIED FOUO

Screening Standards Order of precedence and speed • Badge bar code / badge # / GUID • Fastest search for 1 record- seconds • Only verifies the badge and record • Iris • Fastest biometric search- minutes • Most accurate to verify the subject • Fingerprint • Slowest biometric search- many minutes • Pretty Accurate - Good for suspected IED maker • Name • Many possible matches UNCLASSIFIED FOUO

Screening Standards • Units TTP for frequency and degree of screening • Mission and situation dependent • VCP’s • All bodies, all the time; or some other number? • Every car, or every other car? • Scan every badge? (in use by USMC units) • Scan every iris? • At least 1 per car? At least every male? BOTTOM LINE- It’s your fence, you will determine how high, wide and how big are the holes. BOTTOM BOTTOM LINE- Don’t build a cheap fence UNCLASSIFIED FOUO

  8. Screening Standards Fallujah Standard by USMC • No Badge, No Pass • Expired Badge, No Pass • GAP: Not screening enough badges against the BAT (bar code or entering the number) • Opportunity for counterfeit badges to get by UNCLASSIFIED FOUO

  9. Screening Standards • What does being ‘ON ALERT’ mean? • Administrative vs Detain vs Trust • What does being on a “WATCHLIST” mean? • The sins of our youth • Qualities of entries in the past • Just because he’s wearing orange in his picture doesn’t mean he’s on alert UNCLASSIFIED FOUO

  10. Badging Standards • Resident/Non-resident/access badges • Criteria for receiving a badge (Gensia card) • Coalition Force issued ISF badges in lieu of MOI /MOD badges • IP ,IA, and NP UNCLASSIFIED FOUO

  11. ISF Recruiting • BAT standards • Screening when recruited • Enrolling at training • Badging when graduating • Enroll those that don’t make the cut • Opportunity to enroll as many as possible • If badging, gives them something they want UNCLASSIFIED FOUO

HIIDE and Watchlist • MND-B Watchlist procedures (G-2) • Minimum std for updating HIIDE with HVI watchlists • NLT every 7 days • PID using HIIDE (watchlist or access) • HIIDE is not used for full enrollment • Tactical collection only • Full enrollment by BAT • If you bag him and tag him, BAT him! UNCLASSIFIED FOUO

UNCLASSIFIED BAT Database Updates • Minimum standard for BAT DB updates • Disconnected clients: Optimum daily • NLT every 3 days • Intermediate Nodes: • Stay on the network • Maximize off hours for replication • NLT 7 days synchronization for those unable to maintain (keep up) over the network • Sneaker Net: • NLT every 7 days UNCLASSIFIED FOUO

HIIDE Database Updates • Watchlist Update is part of the targeting cycle • NLT every 7 days update the unit biometric watchlist • NLT every 7 days update/refresh every HIIDE’s red/gray watchlist • Weak watchlist: the bad guy walks Build it, maintain it, use your neighbors ;NGIC, MND-B, MNF-W,MND-N UNCLASSIFIED FOUO
