  2. Ongoing technical cooperation projects related to (but not solely focusing on) population and housing censuses: • Disability measurement • Microdata management

  3. Ongoing project 1: Disability measurement • UN Development Account project on Improvement of Disability Statistics in Support of Regional Census Programme, implemented by ESCAP in 2008-09 • Integration of ICF-based data collection on disability into regular national statistical systems • Targets national statisticians and health experts in 20 countries • Partnering with the Washington Group, WHO, UNSD, SIAP • Regional workshop on census-based disability data collection • Census provides sampling frame for disability surveys that collect detailed data for policy needs • Developing an extended set of questions for survey-based collection • Country pilot tests and subsequent data analysis

Ongoing project 2: Microdata management • Improving access to microdata in the region – World Bank/PARIS21 Project implemented by ESCAP in 2007-2008 • Identifying and addressing constraints for microdata dissemination • National policies and plans for dissemination • Documentation of metadata – IHSN Microdata Management Toolkit • Archiving • Anonymization • Working initially with six countries, with sharing of experiences in a regional workshop in Q2/Q3 2008

ESCAP Regional Census Programme (proper) for the 2010 round • Expert Group Meetings in 2004 and 2006 to identify priority areas for assistance • United Nations Workshop on Census Cartography and Management, 15–19 October 2007 • A survey on census technologies August-September 2007 • Expert Group Meeting on effective use of IT for population and housing censuses, 10-12 December 2007 • A programme of three components submitted for donor funding: • Promoting Global Census Principles and Recommendations • Building a migration data system around population censuses • Supporting effective use of information technology in population censuses

  6. Regional Census Programme for 2010 round – Modalities • Establish and manage a resource pool • Database? How? Who? • Web-based knowledge sharing • Contribute to the 2010 World Population and Housing Census Programme website • Exchange of expertise, including through South-South cooperation • Workshops • Study tours • Advisory missions • Questions: • Facilitate exchange bilaterally or in a group of countries? • How important is the availability of advice in national languages?

Modalities used by ESCAP during the previous round • ESCAP project on Application of New Technology in Population Data Collection, Processing, Dissemination and Presentation, 1997-2001 • Funding/continuity provided in a multi-year project setting • Standing working party of experts assessed new technologies • The WP had active members from developed and developing countries • Recommendations were credible and pilot-tested • Results were channelled into • Guidelines on technologies and good practices • Training and exposure workshops
