PPPs en vrijhandel? • PPPs • Public Private Partnership = publieke dienstverlening wordt (deels) uitbesteed aan een private entiteit • PPP is vorm van privatisering • Vrijhandelsakkoorden (VHAn) • Vrijhandel faciliteert ondermeer toegang van buitenlandse bedrijven en multinationals tot Filipijnse markt • PPPs en VHAn zijn beiden onderdeel van een neoliberale agenda • Een VHA vergemakkelijkt PPPs met buitenlandse bedrijven

Health human resources • Huidige situatie • Paradox: tegelijk tekort en overschot aan gezondheidsprofessionelen • Concentratie in privésector, in ziekenhuizen, in steden • Tekort in publieke sector, in primaire gezondheidszorg, in rurale gebieden • Voor de armsten: ofwel debt ofwel death • Oplossing: • Marktwerking reguleren • Nadruk leggen op publieke voorziening en gemeen goed (Bron: University of the Philippines (2010). Health regulation • Huidige situatie • Gebrek aan capaciteiten van regulerende autoriteit (Department of Health (DOH)) • Onvoldoende personeel en financiële kracht • Inefficiënt gebruik van middelen • Gebrek aan technologische ontwikkeling • Oplossing • Hervorming: coördinatie en capacity-building centraal (Bron: University of the Philippines (2010).
