Implementation Steps to Consider: MOD-01 • ATCID: Someone needs to write this document • TSP to “prepare and keep current” an ATCID • “How…implemented” R3.1 • “Such that…calculations can be validated.” R3.1. • “Manner…TSP…will account for counterflows” R3.2.2. • “Identity of [parties]” exchanging data R3.3 & R3.4. • “Allocation method” for multiple lines / parties R3.5. • “How outages are considered in ATC calculations” R3.6 • MOD-01 M3. • The TSP shall provide its current ATCID that contains all the information specified in R3. (R3)

Implementation Steps to Consider: MOD-01 • Prepare for Data Exchange Agreements • Within 30 days of [Party’s] making a request, TSP must provide the data requested: • 16 items that can be requested • Subject to confidentiality • Subject solely to use in ATC calculations • Suggest pre-screen now • As frequently as once per hour. Implementation Steps to Consider: MOD-04 • CBMID: Someone needs to write this document • TSP to “prepare and keep current” a CBMID • Telling LSE’s “How” CBM was: • 1) established, 2) set aside, 3) how to use it • Share the data • R2. TSP to “make available its current CBMID” • M2. “…shall have evidence to show that it made current CBMID available….”

R1. • The method of allocation • The actual calculation • Share the data if asked • TSP, RC, PC, TP, TOs. R3 • Do it all again each 13 months!

R2. • Essentially a list of “If…then” statements • Share the data R4. • Make sure you use the stated algorithm for ETCs. • R5 / R6 / R7 / R8.

Implementation Steps to Consider: MOD-30 (Flowgate) • Tell your People • Modelers (TOs) creating the system model and determining TFC • Must update the model (and provide it to the TSP): • Once per day for today thru day 30 R3.2 • Once per month for months 2-13 R3.3 • Must define how source/sink and POR/POD information is used w/in the model R1.2 / R4 • Must identify Flowgates such that “at a minimum the first three limiting Elements and their worst associated Contingency combinations with an OTDF/PUF ≥5%... are included as Flowgates” R2.1 • Must update list of Flowgates and TFC values at least once per year R2.2 / R2.5

Implementation Steps to Consider: MOD-30 (Flowgate) • Tell your People • Providers (TSPs) calculating AFC • Make sure to use the stated algorithm for ETCs R6 / R7 • Make sure to use the stated formula for AFCs R8 / R9 • Must recalculate AFCs (using the provided model): • Once per hour for Hourly AFC R10.1 • Once per day for Daily AFC R10.2 • Once per week for monthly AFC R10.3 • Must use the stated algorithm for conversion of AFC to ATC, though this conversion is no longer required R11

R3 / R4. • TSPs & TPs that maintain or establish CBM • Re-calculate it every 13 months. R5 / R6 • Allocate it per path or Flowgate. R5 / R6 • Tell the LSEs R7 / R8 • Share the data R9 • Settlements • You have to waive certain fees if CBM is used R11
