  4. Introduction (1) • The network "Conflict and Human Rights" is still in its initial phase. In order to get an overview of the implementation of the CSPM and HRBA in SDC's Cooperation Strategies this study has been realized. Key question: In what extent CSPM and HRBA are included in SDC's Cooperation Strategies (CS)? Methods • Material: incorporation of all current Cooperation Strategies (that exceed 2010) = 23 CS • Aim: to get an inventory of the CS (not a quality inspection) • Instrument: elaboration of an Analysis Worksheet (= core piece of the analysis) • Method: combined qualitative and quantitative research CSPM & HRBA in SDC's Cooperation Strategies • SDC • South Asia Division – Focal Point Conflict & Human Rights • Jeanine Lehmann

Results (1): Inconsistency • Inconsistency in: • the way the analysis and monitoring are displayed in the CS (good examples of monitorings: Macedonia, Bosnia and Herzegovina) • the way the scenarios are displayed in the CS (good examples of scenarios: Afghanistan, Nepal) problem of what to put into CS CSPM & HRBA in SDC's Cooperation Strategies • SDC • South Asia Division – Focal Point Conflict & Human Rights • Jeanine Lehmann

  10. Results (2): Inconsistency • Inconsistency in: • in the naming of concepts: • in the meaning and application of themes(like conflict prevention and conflict transformation)  c.f. Results (3): Consistency • Consistency in context and SDC goals: • context displayed always justifies the choices of SDC goals • in the majority of the cases, it is specified why certain issues stated in the context are not covered by SDC goals CSPM & HRBA in SDC's Cooperation Strategies • SDC • South Asia Division – Focal Point Conflict & Human Rights • Jeanine Lehmann

Results (4): CSPM & HRBA • Aspects of CSPM and HRBA are always referred to (in a certain way) in context analysis, strategic orientation and management of the Coof (exception: Mali) • but CSPM and HRBA as technical terms are only mentioned in about 50% of the CS. There are differences though between: CSPM & HRBA in SDC's Cooperation Strategies • SDC • South Asia Division – Focal Point Conflict & Human Rights • Jeanine Lehmann

Results (5): CSPM & HRBA • In general, aspects of CSPM and HRBA are present in the outcome indicators(exceptions: Central America, Mali, Central Asia) • Central Asia: CSPM (technical term) is mentioned CS, thus currently program changes are taking place as the context has shifted. Results (6): CSPM & HRBA • Examples for high CSPM & HRBA: Nepal, Sri Lanka, Afghanistan • Example for low CSPM & HRBA: Burkina Faso The overall rating of the CSPM & HRBA in the CS shows, that the implementation of : • CSPM has no clear tendency, (i.e. it lies everywhere between low, middle and high) • HRBA is mostly on an average level. Results (7): Whole-of-government • Regarding the cooperation and collaboration with other Swiss offices, differences are stated in terms of Regional Cooperation, East Cooperation and Humanitarian Aid Programs: seco = important partner PD IV = important partner CSPM & HRBA in SDC's Cooperation Strategies • SDC • South Asia Division – Focal Point Conflict & Human Rights • Jeanine Lehmann

Conclusion & Outlook (1)  Key question: In what extend CSPM and HRBA are included in SDC's Cooperation Strategies (CS)? • Aspects of CSPM & HRBA always integrated, but only in about 50% of the cases explicitly mentioned (with differences between Regional Cooperation, East Cooperation and Humanitarian Aid Programs) • CSPM: degree of inclusion in CS varies from low to high • HRBA: often integrated with an average intensity CSPM & HRBA in SDC's Cooperation Strategies • SDC • South Asia Division – Focal Point Conflict & Human Rights • Jeanine Lehmann

  18. Conclusion & Outlook (2) • further in-depth studies : • Are those CSPM & HRBA principles mentioned in the CS applied in reality? (e.g. Afghanistan: yes [MEBIB]) • How much of the budget is spent for CSPM & HRBA expenses? • Is the staff of the Coof hired according to CSPM & HRBA principles? Is there a work force diversity? CSPM & HRBA in SDC's Cooperation Strategies • SDC • South Asia Division – Focal Point Conflict & Human Rights • Jeanine Lehmann
