BACKGROUND • Ecowas regional RHCS strategy (“support sustainable financing mechanisms for RH commodities”) • German government (BMZ, acting through KfW) has decided to support the implementation of the strategy • Notably: i) investigate feasibility of, and ii) develop sub-regional financing mechanism to help fund RH supplies …“a mechanism which helps close the funding gap for RH commodities and paves the way… to make funding more effective, efficient and predictable”… • Synergies/Cross-fertilisation with the MVG/PG initiative

WAY FORWARD • Feasibility study: Verify feasibility of mechanism • Feasibility, additionality, value-added of the mechanism • Design options (location, structure, etc.) • Blueprint for implementation (funding potential, timeline, etc.) • Tool for advocacy & decision-making (political, funding) • If approach warranted by conclusive study, next steps are: • Further conceptual development • Parallel lobbying for political support in the region (Waho) • BMZ/KfW joins forces with other donors for institutional strengthening of WAHO (Usaid Aware / CIDA) • Seed money from KfW/BMZ and co-financing from ECOWAS • Open to other co-funding

FEASIBILITY STUDY The Consultants • Consultants were selected at the end of February 2008 • Consortium HERA / GITEC/H / CREDES, led by Hera • HERA (B): www.hera.eu Specialist in development health • GITECH (D): www.gitech-consult.de Specialised engineering consultancy • CREDES (F): www.credes.net Specialists in development health

  5. FEASIBILITY STUDY Components & Indicative Timeline / I Quick-offMarch 17 & 18, 2008 At KfW, in the presence of WB/SR (RHSC link) and of JSI (cooperation w/ Deliver on mapping). CIDA also interested ---------------------------------------------------------------------------------------------- Phase I • Situation analysis: June 2008 • Mapping exercise (ongoing): Collaboration with JSI/Deliver (exchange of data, double-checking, etc.) ---------------------------------------------------------------------------------------------- Phase II • Draft concept / Design workshop: July/August 2008 ----------------------------------------------------------------------------------------------

FEASIBILITY STUDY A few of the key themes / I Guiding principles: • Pooling of funding • Creation of attractive funding platform • Cooperation between countries at regional level ---------------------------------------------------------------------------------------------- Issues • Are the Ecowas countries and environment suitable for a RH commodities mechanism? • Potential for regional funding? • Role of the mechanism (additionality – realistic contribution)?

FEASIBILITY STUDY A few of the key themes / II ---------------------------------------------------------------------------------------------- Issues • Reaching special target groups (those at high risk, rural, itinerant) • Regional agencies apt to host/manage the mechanism? • Which RH Commodities: Restricted to contraceptives? All 68 commodities in the Waho basket? Include obstetrics? Pros & cons of a restricted versus a broader health commodities approach… ----------------------------------------------------------------------------------------------

LINKAGE WITH MVG / PG Both initiatives do / might dovetail where access to West Africa is concerned • The two teams (HERA & Dalberg) were introduced after the March quick-off • Will seek synergies / cross-fertilization where possible and productive • The two projects to stay in touch at key junctures (Ex: Succinct briefing on MVG/PG during March quick-off) / Sharing results • Diverging timing of the two projects somewhat limits coordination potential / Focus countries different, at this stage
