  2. TOWN VENDING COMMITTEE • Chairperson - Commissioner BBMP • Total Number of Members – 10

  3. WARD VENDING COMMITTEE • Chairperson – Assistant Revenue Officer • Total Number of Members - 08

  4. Deputy Commissioner (Health), Bruhath Bangalore Mahanagara Palike shall act as the convener of the TVC. He shall be responsible for implementing decisions.

  5. The ward vending committee as directed by TVC shall undertake a comprehensive, digitalized photo census as well as GIS Mapping of the existing stationary vendors with the assistance of professional organization.

  6. Hawkers can be issued biometric identity cards. The ID Card should contain the following information: • Vendor Code No. • Name, Address and photograph of the Vendor; • Names of all the members of the family; • Name of any one Nominee from the family/and/or a family helper; • Nature of Business; • Category (Stationary/Mobile); and • If Stationary, the Vending Location. Children below 14 years would not be included in the Identity Card for conduct of business. Database containing the above details of vendors should be created.

  7. Create a database for the entire city with the following details: • Vending Location • Area • No. of Vendors • Nature of Business

  8. Hawking zone should neither obstruct vehicular and pedestrian traffic nor block access to shops and residences. Hawkers should co-operate with Municipal Authorities in keeping the hawking zones clean. Monthly License fee charged on the hawkers may be commensurate with the cleaning expenses incurred by BBMP. Hawkers must not erect any type of structure. Proposed directions for the functioning of hawking zones.

  9. Contd.. • They can only sell cooked food, cut fruit juices and the like; • Hawking must be only between m7a.m and 10 p.m; • Vending of costly items like electrical appliances, video and audio tapes and cassettes, cameras, phones etc., are to be prohibited. • The directions of the Supreme Court in the case of Maharashtra Ekta Hawkers Union and others vs. Municipal Corporation, Greater Mumbai and others shall be followed.

  10. PROPOSED MEASURES FOR REHABILITATION FOR STREET VENDORS • Self help groups (SHG) can be formed among Street Vendors to access credit from banks through mechanism like SHG-Bank Linkage. • Welfare Schemes regarding vocational education and training like the Tailoring, Car driving, Basic computing skills in vogue in BBMP can be extended to street vendors as well.
