  3. TMDL/I-Plan Process • TCEQ develops TMDL • how much bacteria needs to be reduced • Stakeholders develop Implementation Plan • who will do what to reduce bacteria • facilitated by paid TCEQ contractor • 5 year planning period • voluntary, no penalty if bacteria are not reduced

  4. I-Plan Development • The City is a primary stakeholder, represented on the Coordinating Committee by WPD, AWU • WPD, PARD, AWU staff developed strategies by consensus • Take credit for existing beneficial programs • Did include some new actions for additional improvement

  5. AWU Strategies • Require failing OSSFs to connect to City sewers • Inspect wastewater infrastructure and repair problems based on criticality • Private lateral inspection, enforcement • Respond to sanitary sewer overflows in coordination with WPD • Conduct Citywide education to reduce SSO (“Ban the Blob”)

  6. PARD Commitments • Expand Grow Zones to additional parks in affected watersheds over 5 years • Install and maintain Mutt Mitt dispensers in parks in the 4 watersheds • Display WPD Scoop the Poop signage in parks • Assist with kiosk in Walnut OLA

  7. WPD Commitments • Increase riparian buffers with WPO • Citywide education for Scoop the Poop • Citywide education for riparian zone restoration • New Scoop the Poop signs for parks • Coordinate creation of “Homeless Survival Guide” • Continue and try to expand Earth Camp for 5th graders • Look for stormwater BMP retrofit opportunities • Inspect City and commercial stormwater ponds • Dry weather screening for > 36” outfalls • Coordinate public outdoor toilet installation in Waller • Continue instream bacteria monitoring

  8. Process Moving Forward • Directors’ approval on proposed strategies • Staff continue to support stakeholder process • Draft I-Plan, TMDL in August • Public meeting, Env Board in Oct/Nov • Present to TCEQ in January 2014 • Adoption in spring 2014
