  • Departments submitted 77 projects valued at almost $200 million dollars

  • Wide range of projects such as new buses, IT modernization, facility upgrades, and security enhancements

  • Each department responsible for filling out a project score sheet for every capital submittal

  • Based on responses on project score sheets:

    • 40% of score based on quantifiable benefits

    • 40% of score based on qualitative benefits

    • 20% of score based on adherence to agency strategic goals and objectives

  • Scoring automated through Access database

    • Make HRT more financially independent

  • Submitters provided varying levels of detail on capital projects

  • Departments unable to quantify benefits

  • Project submissions had to be re-scored by one party for greater consistency/neutrality

  • Scoring system revised multiple times to give proper weight to those projects deemed most important
