Project Status: Clearances and Agreements • Clearance received from MOEF, TSPCB, AAI, MOD • State Support Agreement Signed • 206 Acres of Land Acquired for the project • Shareholders Agreement, Gas Sale & Purchase Agreement and Power Purchase Agreement signed. • Long Term Service Agreement signed with OEM (GE) for Gas Turbine

Project Status : Supply & Construction SUPPLIES • Dispatch of ODCs to be transported through Bangladesh started in May-10 and last dispatch from BHEL works for Unit-1 & Unit-2 is expected by end Feb-11. • Supplies of non-ODCs to be transported via Gauhati started in Mar-10 and last dispatch from BHEL works for Unit-1 is expected by Apr-11 and for Unit-2 by Aug-11. CIVIL CONSTRUCTION • Piling and foundation of major buildings for Unit-1 completed and main plant equipment erection shall start in Jan-11. • Major structures for Unit-2 are likely to be ready for erection by Apr-11. • Work for Cooling Tower and Water Treatment System has commenced. CT-1 is likely to be commissioned in Sep-11 and Water Treatment System is likely to be commissioned in Jul-11 • Construction of River Water Intake Pump house and pipeline has commenced and likely to be commissioned by Jul-11.

Logistics – Overview • Routes for transportation of ODCs from Kolkata: There are two routes available for transportation of ODCs to Palatana site: • Via Karimganj: 1318 KM (river) + 320 KM (road - India) • Via Ashuganj (Bangladesh): 856 KM (river) + 115 KM (road – India + B’dsh) • Ashuganj route has been selected because river route is navigable through out the year and road route passes through generally plain land leading to less risk in transportation. • Hon’ble Prime Minister of Bangladesh during her visit to India in Jan-10 agreed to allow movement of ODC through Ashuganj in Bangladesh.Since then, Ashuganj has been included in Indo-Bangla Water Transport Proto-call and MOU has been signed with GOB formally allowing movement of ODCs through Bangladesh territory. • 96 ODCs shall be transported through Bangladesh for which construction of RO-RO jetty at Ashuganj and bypasses between Ashuganj and Palatana has started. • Movement of ODC from Kolkata to Ashuganj shall start from jan-11 and from Ashuganj to Palatana site shall start in Feb-11.

AREAS OF CONCERN • PALATANA – SILCHAR TRANSMISSION LINE • Delay in Forest Clearance in Assam (4 KM) • SILCHAR – BONGAIGAON TRANSMISSION LINE • Delay in Forest Clearance in Meghalaya (25 KM) and Assam (22 KM) • EVACUATION CONSTRAINT: PALATANA – BONGAIGAON • Delay in construction of Azara and Byrnihat sub-station • DOWNSTREAM NETWORK BY BENEFICIARY STATES • Work yet to commence by States i.e. Assam, Tripura, Mizoram etc for absorption of power. Unit-1 commissioning may be delayed on this account.

  27. ASSISTANCE REQUIRED • Immediate Forest Clearance in Assam (26 KM) and Meghalaya (25 KM) required. • State governments to expedite development of Azara and Byrnihat sub-station and downstream network to match Unit-1 commissioning in Dec-11 • States to advise POWERGRID to install series-compensation facility at Bongaigaon sub-station. • Government of Tripura to expedite construction of 132 KV line and provide startup power by May-11
