  2. Issue Path SOL concept ensures that the system is operated within stability limits, even if you are unaware of an existing stability limit New paradigm removes the Path SOL, so how do we ensure that we always are operating within the appropriate limits?
  3. Desired Direction for Interconnection Utopia – Real-time tools/assessments look at system performance related to thermal, voltage, voltage stability, and transient stability Agreement that we need to know where the stability limits are – always operate within a known operating state
  4. How does Path Rating fit in? In the new paradigm: Path Rating is a cap for TTC Stability limits can theoretically be higher than the Path Rating However it is a business decision if TOPs elect not to go above the Path Rating Need to vet this further with the appropriate WECC groups/entities; don’t have full consensus on this and need to recognize it is politically charged
  5. Unknown Operating State What if no stability limit is identified through studies, but studies stop stressing a Path/flowgate/interface at a specific MW transfer? If real-time VSA and TSA beyond this MW transfer are not in place: operating beyond this studied MW transfer represents operating in an unknown operating state (TOP-004-2, R4) If real-time VSA and TSA are in place: operate within all studied limits (facility ratings, bus voltage limits, voltage and transient stability limits)

Suggested POTF Philosophy Recommend real-time VSA and TSA for entire Western Interconnection Not a show stopper for new paradigm Challenges: Modified/New software and practices are needed for real-time studies to include determination of stability limits. Does every TOP need to have this capability or is it sufficient for the RC to perform these analyses? Always operate in a known operating state If no real-time assessments available, a Path SOL would need to remain That SOL may be a stability limit, or it may be just where the study was stopped after reasonable stressing of the Path
