    17. Impressions Context. Much more than Intelligence. Militants. More opportunists than ideologues. “Whole-of-Government” approach not realized (more like an All-Star team than a Championship team). Politics (& security) is local. Empower leaders – de facto government -- with understanding of basic machinery of local governance. 17 (recognize “normal”) Forensics Basic machinery of government Hard & soft power Adaptive Leaders Culturally Attuned: Be responsive to cultural issues and able to establish trust and confidence in the countries and cultures you operate in. Be capable of operating in Interagency, Intergovernmental, Joint, and Civilian environments. Situationally Aware: Understand that tactical actions have strategic effects. Active Communicators: We are in a “people business.” Contact = Confidence = Cooperation. Engage and support the media with the 4B’s: Be Honest, Be Open, Be Relevant, and Be Ready. Share our Troops Stories. Critical Reasoners: Challenge assumptions and ask why. Be forward looking, able to anticipate 2nd and 3rd order effects. Rapidly exercise effective decision-making. Creative Thinkers Innovative: Focus on How to think vs. What to think. Allow for creativity and “break the mold” thinking – 21st century problems cannot be solved by 20th century thinking. Problem Solvers: Answers are situationally dependent, not memorized from doctrine. Be able to prioritize and come up with fresh solutions. Recognizing & adapting to unforeseen changes. Inadequate Resources: Building & then working by, with, & through HN Security Force. Address root causes of instability through PRTs. Dilemma: commit troops to population centers or to sanctuary areas? CONOPS Evolution. Changing battlefield geometry during thinning of Coalition forces & thickening of HN security forces. 18

The Interagency Counterinsurgency Initiative has produced a draft US government guide on counterinsurgency. Dr. David Kilcullen started this effort before becoming GEN Petraeus’s senior counterinsurgency advisor in Iraq. He has returned to Washington, D.C. and has taken the lead. We are planning some shared events for the ICI COIN Guide and JP 3-24.
