  2. ABDS Project • network of AB data delivery points in each country • the creation of an East European Infrastructure • successful implementation depends on usability and utility of data services

  3. Usability • Utility - appropriateness with respect to the functional goals • Usability - effectiveness, efficiency and satisfaction with which users accomplish their tasks (ISO 9241-11) • Usability requires to identify and understand • users • tasks they perform

  4. Customer experience • Customer experience - a paradigm for usability in e-commerce • Usability factors • ease–of–use in finding a product or service on the first visit • understandable and efficient navigation • good feedback as to the success of a transaction • clear cues to the options.

Usability affects success • Jared Spool's study - in 15 large commercial sites, users could only find information 42% of the time • Study from Zona Research • 62% of Web shoppers have given up looking for the item they wanted to buy online • 20% had given up more than three times during a two-month period

  6. Context in CEE countries • several institutions are co-operating to build up the basic data sets required by ABDS • different legal framework - needs improvements • different institutional framework - needs harmonisation.

  8. Production and delivery • National focal point - responsible for delivery of AB data sets • Internal network within national cadastral agency • AB data supplying through a network of specialized suppliers - responsible for meeting users demands

  10. Users of ABDS • local: administrative base units at district (county) level • additional services like cadastral divisions • national: all the counties or part of them (regions) • European: countries and first subsequent divisions (regions, counties).

  11. Conclusion • change to web interaction and e–commerce • most web sites fail basic tests of usability • poor visitor satisfaction • disappointing sales • Incorporating usability techniques in planning, design, and evaluation is a key to successful ABD services
