  3. Auto Operating Cost Two Components: • Fuel cost (A weighted average of fuel efficiency by auto fleet and based on fuel price data from CA Energy Commission) • Other costs (maintenance, tires, and oil, etc., based on data and statistics from GSA and survey from the AAA)

  4. Auto Operating Cost for 1997 Model Validation • Parameter Value Based on • 1997 On-road miles/gallon: 21.42 MPG for SCAG Region • Average 1997 gasoline price: 138.434 cents/gallon • Convert to 1989 dollars: 111.007 cents/gallon • Fuel cost (1989 dollars): 5.18 cents/mile (=111.007/21.42) • Other costs-maintenance, tires, accessories, etc.-(1989 dollars): 4.6 cents/mile. • Total auto operating costs per mile (1989 dollars): 9.80 cents/mile • AUTO OPERATING COST CALCULATION 1989/1997 CPI = 128.3/160.0

  5. Auto Operating Cost for 2000 Model Validation • Parameter Value Based on • 2000 on-road fuel efficiency (miles/gallon): 22 MPG for SCAG Region • Average 2000 gasoline price: 171 cents/gallon • Convert to 1989 dollars: 127.688 cents/gallon • Fuel cost (1989 dollars): 5.804 cents/mile (=128/22) • Other costs-maintenance, tires, accessories, etc.-(1989 dollars): 4.704 cents/mile. • Total auto operating costs per mile (1989 dollars): 10.507 cents/mile • AUTO OPERATING COST CALCULATION 1989/2000 CPI = 128.3/171.6

  6. Auto Operating Cost for 2003 Model Validation • Parameter Value Based on • 2003 on-road fuel efficiency (miles/gallon): 22.3 MPG for SCAG Region • Average 2003 gasoline price: 189.5 cents/gallon • Convert to 1989 dollars: 130.015 cents/gallon • Fuel cost (1989 dollars): 5.83 cents/mile (=189.5/22.3) • Other costs-maintenance, tires, accessories-(1989 dollars): 4.8 cents/mile. • Total auto operating costs per mile (1989 dollars): 10.63 cents/mile • AUTO OPERATING COST CALCULATION 1989/2003 CPI = 128.3/187

  7. What in a Barrel of Oil?One Barrel = 42 Gallon

  8. Relationship between Crude Oil Price and Gasoline Price • Crude oil price: $65/barrel • Production costs for gasoline: 155 c/gallon • Other increments of gasoline cost per gallon:Refiner cost – 13 cMarketing cost – 5 cTransportation cost – 15 cRetailer cost – 5 cRefiner, marketer, transporter, retailer profit – 10 c (total, not each) Average taxes (Federal, state, local): 43 c • Retail gasoline price/gallon: 246 c • Fuel cost/mile (assuming 22.3 mile/gallon): 11.03 c

  9. Why are gasoline prices so high?THEY AREN'T from a historical perspective!
