2. Illinois Technology Planning • Began in 1996 • On-line Pilot Project began in the fall of 2003 • During this three-year pilot 800+ plans were created with the application

3. History of School/District Improvement Plans • School Improvement Plans have existed since 1986 • Everyone has to write a School Improvement Plan • NCLB introduced us to District Improvement Plans

4. Who has to write a district improvement plan? • Schools in District Academic Watch Status • Revised district improvement plans shall be submitted to ISBE with the approval of the local board for a district placed in academic watch status, no later than four months after the district's receipt of notification regarding its status. (NCLB, 1116,(c)(7)(A)).

We listened to you • Developed a crosswalk between school/district plan requirements and technology plan requirements

6. Choices • TIP - allows you to meet e-rate and NCLB Ed-Tech requirements • DTIP - combination of DIP and TIP -designed for status schools • SDTIP - combination of SIP, DIP & TIP • e-Plan • Paper plan

7. Overview • Welcome to the Illinois e-Plans website. Anyone may use this template to complete their Technology Integration Plan (TIP). We hope you will find this online plan helpful. • Districts writing a technology plan may use this template to meet the federal Title II-D Enhancing Education through Technology (Ed Tech) program and E-Rate planning requirements.

8. The use of the online template is not required. • Districts wanting to complete a TIP offline can find the technology plan criteria at http://www.isbe.net/curriculum/elearning/html/tech_plan_info.htm.

10. Technology e-Plan Guide • The template and this guide are to be used together to ensure that users include all the information required by state and federal laws for district technology integration plans. • For assistance in developing a technology plan please contact your local Learning Technology Center (LTC).

11. Learning Technology Centers There are 15 Learning Technology Centers across the state of IL. We are charged with providing technical assistance, professional development, technology planning assistance, and dissemination of ISBE programs and initiatives. Indicate if this application is: • (1) Original Submission: This box is checked if this is the first submission to the e-Plans site. Check this box and go Vision Statement, pg. 2 of this guide • (2) Amended Submission: This box is checked if your application has changed in anyway for the Original Submission. (Checking this box will allow for any editing or revisions.)

Annual Evaluation/Mid-Course Correction/Revision • Step 3: Enter the date the annual evaluation process was completed • Step 4: Mid-Course Correction/Revision • If the technology plan required a mid-course correction/revision, please check yes for a Peer Review; otherwise check no and go to Vision Statement.

14. Vision Statement: • State the district’s vision or mission statement for technology integration to infuse telecommunications, instructional technology, and information technology into the instructional and administrative programs. • Forward thinking process

15. Example of a vision statement: • The educators and citizens of CUSD will provide the opportunities for each child to reach his or her fullest potential as a contributing member of an ever-changing technological society. Students will be instructed by highly-qualified faculty who will provide research-based curriculum and best practices supported by technology.

17. The district will provide data that defines the current state of: • community, parental and stakeholder involvement and awareness of technology uses that have increased communication and mutual planning which has benefited all stakeholders.

18. The district will provide data that defines the current state of: • integration of technology into the district’s curriculum and how it presently aligns to current state/national standards, relevant research and improvements in student achievement and technology literacy

19. The district will provide data that defines the current state of: • professional development targeted at raising teachers’ basic technology competencies as well as their use of technology in instructional design

20. The district will provide data that defines the current state of: • telecommunications, access, budget, hardware, software, other services and policies/procedures for technology deployment that are presently in place.

21. The district will provide an analysis of this data • by identifying patterns and trends. The analysis of data will be used to provide the basis for defining objectives, strategies and activities by identifying at least one key factor or need in each area: • stakeholder/community involvement • curriculum integration • professional development • technology deployment

23. A.1 Report Card Data • Illinois e-Plan provides access to information from the District Report Card, assessment data, basic district information, educator data, and AMAO information for district use.

25. A.3 Technology Data • Provide the current inventory of equipment and services (computers, telecommunications, Internet access, etc.) byusing the drop down boxes found in the online technology plan. Provide the information the district has gather using the District Technology Inventory Summary.

26. Part B. Data Analysis • The district will provide an analysis of the data by identifying patterns and trends. The analysis of data will be used to provide the basis for defining objectives, strategies and activities by identifying at least one key factor or need in each area.

27. Key factors or needs may include (but are not limited to): • indicators of why the district’s prior plan failed to increase student academic achievement based on an analysis of student achievement data • district and community characteristics that affect student learning • educators’ qualifications and professional growth • parent involvement affecting student performance • indicators of why the district did not achieve AMAO, if applicable

29. Part A. Objectives Each objective should be written to: • identify the current achievement level • specific, measurable outcomes to be attained each year of the plan. (Write your objectives to be S.M.A.R.T.—Specific, Measurable, Attainable, Realistic, Tangible)

30. Examples: • Objective: To increase reading scores from 30% (current level) of 6th through 8th graders meeting AYP by 10% each year supported by appropriate instructional technology models and resources. • Objective: To increase parental communications using appropriate technology from a current level of 50% by 5% each year.

31. Part B. Curriculum Integration —Student Strategies and Activities • State the student strategies and activities to be implemented in the curriculum that logically support the objective(s) and respond to the identified key factors or needs.

34. Part D. Parental/Community Involvement • State the parent involvement strategies and activities that will promote effective parental involvement for the objective. The parental involvement strategies identified in the plan must be consistent with the schools’ parental involvement policies. • Indicate how telecommunications, instructional technology, and information technology will be integrated into strategies and activities.

37. Monitoring Process F.1 • Describe how district personnel will monitor the effectiveness of the strategies and activities by measuring progress toward the specified objectives. Description should address: • Integrating technology into curriculum and instructions • Increasing the ability of teachers to teach • Enabling students to reach challenging state academic standards

38. Monitoring Process F.2 • Designate the name and role of the person (e.g., Karen Smith, assistant principal) overseeing the strategies and activities in the action plan to achieve each objective.

40. Part A: Stakeholder Involvement: • Describe specifically how stakeholders (including parents, school staff, and others) have been consulted in the development or revision of the plan. • Describe how the adult literacy service providers and public libraries were consulted when preparing this plan.

41. Part B: Internet Safety Policy: • State the district’s internet safety policy (CIPA). The internet safety policy must include technology protection measures to block or filter internet access to images or content. that: • are obscene • are pornographic • are harmful to minors

Internet Safety Policy cont. • The policy must provide for the monitoring of the online activities of minors, and it must address the following areas: • access by minors to inappropriate materials on the internet • the safety and security of minors when using electronic mail, chat rooms, and other forms of direct electronic communications • unauthorized access, including so-called “hacking,” and other unlawful activities by minors online • unauthorized disclosure, use and dissemination of personal information regarding minors; • restricting minors’ access to materials harmful to them

Certification and Assurances • Include the signature of the district superintendent for certifications • By submitting the plan on behalf of the district, the district superintendent certifies to ISBE that all the assurances and information provided in the plan are true and correct.
