Meaningful Use for Reportable Lab Results • Initial lab contact • Complete New Supplier Enrollment Form • DLFDOHReportableLabResultsInquiry@doh.state.fl.us • Florida Administrative Code (FAC) rule 64D-3 • Submit to FDOH for review: lab tests, specimen & organism lists • Set up test feed • Establish transport protocol with FDOH • sFTP / PHIN-MS / VPN • Send HL7 2.5.1 test message • Send MQF error report • https://phinmqf.cdc.gov/

Filtering into MERLIN (Bureau of Epidemiology Surveillance System) • ELR Filter Assigns • County Responsibility • Merlin Test Code • Based on test names, result descriptions • Test Result Grouping • Observation • Order • Message • Data of Interest (DOI) Flag • Based on Test, result, interpretation (CDC Case Reporting Requirements)

  6. Top 5 LOINC Mapping Issues 1. LOINC and Local disease name should have the disease/Condition • Example: • S/CO Ratio test • What disease/Condition does this test name represent? • Exception would be Microorganism (Culture) tests. These typically have the organism name (i.e. Shigellasonnei) in the results 2. Disease/Condition in LOINC name should match the Disease/Condition in the local test name • Example: • Loinc test code/name 7855-0 DENV1+2+3+4 RNA SerQl PCR; • Local test code/name 9540 Human Coronavirus NL63 • Can't tell which disease this result represents. 3. Specimen type listed in LOINC name should match the specimen type listed in SPM or OBR specimen fields

  7. Top 5 LOINC Mapping Issues 4. Don't rely on the Loinc Name to send specimen type information • The SPM 4 and OBR 15 fields allow for much more detail which the Public Health Agency may need. • Example: • LOINC 5671-LEAD BLD-mCnc is what we often get initially from most providers. • While this does indicate that the specimen type was BLOOD, we need to know the site of the blood draw in order to determine if we have a confirmed or suspect case. • Expect coding for Blood, Venous or Blood, Capillary in the Specimen fields. 5. Use LOINC Long name or short name as opposed to component name. Example: • Example: Loinc 60420-7 • Component name = Dengue virus 2 RNA • Short Name = DENV2 RNA Ser QI PCR • Long Name = Dengue virus 2 RNA [Presence] in Serum by Probe and target amplification method
