CECP BACKGROUND • Founded by China National Development and Reform Committee (NDRC) in 1998. • Authorized by Certification Accreditation Administration of the People’s Republic of China (CNCA). • Accredited by China National Accreditation Body (CNAB). • CECP is a part of China National Institute of Standardization (CNIS). • Cecp is an Independent and non-profit Third-Party Certification Organization.

  3. CECP’S MISSION • Reduce greenhouse gas emissions and other pollutants at lowest cost by: • Increase energy efficiency of products. • Promote energy efficiency policies. • Promote consumer awareness of energy saving. • Cooperate with international agencies and programs.

CECP’S RESPONSIBILITIES • Implement certification program for energy-efficient, water-saving and environmental-friendly products. • Conduct fundamental research regarding energy, resources and environmental protection to provide technical support for policy making. • Provide consultant to the government agencies. • Promote energy-efficient, water-saving and environmental-friendly products and remove the market barriers. • Develop international cooperation in energy efficiency field.

PRODUCTS TO BE CERTIFIED IN THE NEAR 1~3 YEARS • Appliance such as water cooler. • Mechanical products such as fan, water bump, transformer. • Lighting products such as HID ,LED. • Building materials such as wall materials. • Office equipments such as scanner. • Electric components such as external power supplies. • Water conservation products. • Environment friendly products, etc.

CHINA ENERGY CONSERVATION LOGO • The deformed great wall represents China. • The deformed Chinese character “节(jie, conservation in English)” in the center of the mark represents energy conservation. • The mark’s contour “c” represents China. • The mark’s contour “e” represents energy conservation. • The color is “sky blue”, whichmeans clean sky, environmental protection and beautiful future.

WHAT IS THE ENERGY CONSERVATION PRODUCT CERTIFICATION • Audit quality management system of the enterprise. • Test main product performances and energy efficiency based on relevant standards and technical requirements. • Follow up supervision annually. • Issue the energy conservation product certificate. and permit to use the energy conservation certification label.

  10. CECP CERTIFICATION PROCEDURE • Application and accept application. • Sign the certification contract. • Field quality management system audit. • Product test. • Assess the field audit and product test reports. • Approve and Registration. • Annual field audit and random test.

  11. MANUFACTURER FIELD AUDIT • The audit team is made up of 2-4 persons from registered auditors and professional experts. • The audit mainly focuses on: • The product design and R&D process. • Purchase process of key components. • Production process. • Testing process. • Conformity audit.

  12. PRODUCT TEST • Take samples for testing. • CECP qualified labs undertake the test. • Test samples with uniform test procedure. • Tests include: • Key performance. • Energy Efficiency.

  13. RESULTS • Now about 1800 energy efficiency products from 160 manufacturers get CECP certificates. • More and more manufacturers are concerning about the labeling programs.

CECP’S FOCUS IN THE NEAR FUTURE • Reduce energy consumption in government agencies. • Build partnership with manufacturers and retailers. • Increase international harmonization. • Raise CECP label consumer awareness. • Institute policies (rebates, taxes, regulations) to increase sale of labeled products. • Run ELI label.

A Member of the World Bank Group ELI -BACKGROUND • ELI: Efficient Lighting Initiative. • Funded by the Global Environment Facility (GEF) and implemented by the International Finance Corporation (IFC). • Initial Participants: Argentina, the Czech Republic, Hungary, Latvia, Peru, the Philippines, and South Africa.

THE NEXT GENERATION OF ELI • The initial seven country programs were finished in late 2003, but a Next Generation of ELI will continue to provide services to support the use of high-quality energy-efficient lighting products globally through a new administrator. • CECP has made an agreement with IFC on developing a business plan for the Next Generation of ELI (finished).

  20. CURRENT CECP EFFORTS IN ELI • Identify the potential new markets for the ELI quality mark. • Seek international cooperation opportunities for ELI service. • CECP will finally undertake ELI certification service if GEF and IFC approve the business plan developed by CECP.

INTERNATIONAL COOPERATION • USEPA/Energy Star: • Provides program development, training, and expert advice. • Works with CECP on harmonization. • Australia/AGO • Works with CECP on harmonization. • Energy Foundation, UN Foundation: • Provide financial assistance. • IEA, GEF, IFC, CLASP, UNDP, UNDESA, APEC: • CECP implements project. • Sincerely hope to communicate and cooperate with more and more international organizations.

THE KEY INFONLUNCES ON CHINA EE LABEL • Reducing energy consumption in government agencies and developing government procurement policy for energy-efficient products. • Manage and run the ELI mark and harmonize CECP certification system with ELI. • Explore the harmonization feasibility of China CECP’s energy efficiency label with its international counterparts. • CECP will do more research work on standby power and launch certification for more products. • External power supply international harmonization (CHINA,US, AUSTRALIA, US/CALIFORNIA). • AUSTRALIA/AGO will adopt China CECP certification specification as MEPS.

SUGGESTIONS • In the energy efficiency standard and labeling field, international cooperation on harmonization and mutual recognition has become more and more important. • China is one of the world's largest producers and consumers of consumer products. Improving energy efficiency of the products in China is very important for global environment. • In the energy efficiency standard and labeling field, China CECP would be eager to strengthen cooperation with other countries.

  24. SUGGESTIONS • In the past six years, CECP has conducted energy efficiency certification for 25 types of products. CECP would like to share our experiences with India. • ELI quality mark has been promoted successfully in the initial seven ELI countries in the past several years. Now CECP is working with IFC to prepare for the Next Generation of ELI and hope to provide ELI certification service in more wider areas. In this regard, CECP would like to have attention and support from India.
