The development ofeGovernmentwas understood in a broad context:

- the background conditions for eService applications were taken into considerations – such as ICT infrastructure, broadband developments and ICT literacy of the potential users and beneficiaries.

- selected other public eServices – relevant for eGovernance and eInclusion - are also enlisted, most importantly from the field of eHealth services.

The best practices of each country werehighlighted in order to provide lessons that are worth learning for the other countries as well.

  • Hide-away of failures: loudlaunchcampaignforpilots, flag-shipprojects, butsilenceaboutthereasonswhyitwasnotfinished/broadened

  • 2007-2013 period: projectsfrom 2007, evaluationonlyon a mid-termorongoinglevel

  • Authoritiesfocusingoncommunicationwiththe EC, notwithother NMS partners

Conclusion

  • BUT without an open, inclusive (interms of stakeholders) ongoingdiscussion, lessonswillnot be learntfromeachother.

  • Wehavetheopportunity of makingthesamemistakes.

  • There is a strongneedfor :

  • DiscussiononeGovernance and publiceServices WITHIN theStructuralFunds – planning, programming, evaluation, monitoring experiences (evenvs EC, ifnecessary)

  • Willingnesstoadmitmistakesnotonlysuccessstories.

  • Withinsuccessstories: there is a needfordifferentiation! (all NMS claimtohave a verysuccessfulgovernmentportal)

  • StructuralFunds: a uniqueopportunityforstandarisationissues and thinkingahead: inter-countryinteroperabilityandpan-EuropeaneServices
