  2. New Generation Programmes • Scope of the education and the permanent learning: • - Program integrated for the education and the professional formation • - Tempus Extra • Citizenship in action: • - Youth • - Culture • - Average • - Civic Participation

  3. YOUTH IN ACTION General aims: To promote the active citizenship of the young people, in general, and his European citizenship in individual. To empower solidarity and to promote the tolerance of the young people, mainly in order to reinforce the social cohesion of the UE. To favor the mutual understanding of the young people of different countries. To contribute to improve the quality of the systems of support to the activities of the young people and to reinforce the capacity of the organizations of the civil society in the scope of youth. To favor the European cooperation in the scope of youth.

  4. YOUTH IN ACTION Priorities: • The European citizenship. • The youth participation in the democratic life • The cultural diversity, along with the fight against racism and the xenophobia • Inclusion of young people with less opportunities

  6. YOUTH IN ACTION Participant countries: 1. Countries Program: The States members The States of AELC/EEE Countries candidates to the adhesion to the UE (Bulgaria, Rumania and Turkey), that take refuges in a strategy of preadhesion and with Agreement frame. 2. Countries neighboring partners Countries in stabilization process and association. (Southeastern of Europe) Participant countries in vicinity policies: Euromed and This of Europe and the Caucasus 3. Switzerland, to reserve in a bilateral agreement 4. With other countries of the world it is possible for action 2 and 3.2

  7. Action 1YOUTH FOR EUROPE Action 1. YOUTH WITH EUROPE - Objective: To reinforce the active citizenship of the young people and the mutual understanding among them - Subactions: 1,1 Interchange of young people 1,2 Youthful initiatives 1,3 Projects of participative democracy (youthful)

Action 1YOUTH FOR EUROPE • 1,1 Exchanges of young people (1): • Objectives: • - To discover different social and cultural realities • - To learn between equal • - To reinforce the European conscience • Participants: young people between 13 and 25 years (exceptionally from 26 to 30) • EXCHANGES: • - Bilateral, groups that participate for the first time, small and young associations with less opportunities • - Multilateral, they are considered high-priority

YOUTH FOR EUROPE 1,2 Youthful initiatives (1): • Objective: • To stimulate the spirit of initiative and company, and creativity of the young people • One is to develop projects in which the young people participate in active and direct form in activities conceived and designed by they themselves and are his main agents actors. • Participants: young people between 18 and 30 years (exceptionally 16-17, actv. supervised/with supports) • ASSOCIATED OR NO

  10. Action 1. YOUTH FOR EUROPE 1,2 Youth initiatives (3): • Duration: • - Between 3 and 18 months. Including the preparation, execution, the evaluation and the follow up. • Support: • - The group I could have a support person that helps and of support to the group and the elaboration of the project, but this collaborator will not supplant the responsibilities and the paper of the group. • Impact: • - It does not have to be limited the group but that must project in the local, regional, state community or at European level

YOUTH FOR EUROPE 1,3 Projects of Participative democracy (1): • Objective: To enable and to increase the active participation of the young people in the life of its local, regional or national community, and at international level, through mechanisms of democratic representation. • One is projects developed by an European association that the joint work at European level allows on experiences and methodologies that promote the participation of the young people. They allow to create networks to interchange good practices.

YOUTH FOR EUROPE 1,3 Projects of participativa democracy (3): • Participantes*: • - Young between 13 and 30 years • - Minimum 16 participants • Duration: • - Project: between 6 and 18 months including preparation, the evaluation and the follow up • - Activity: between 6 and 12 months • * They can include the organization of consultations between the young people to know its activities and expectations for a democratic Europe

  13. Action 2. EUROPEAN VOLUNTARY SERVICE • The EVS is an activity of “learning”, that through experiences of not-formal learning allows to acquire to the volunteers new skills and competitions for its personal development, educative and professional. • Objectives: • 1. To develop and to promote the solidarity and tolerance of the young people, being contributed to reinforce the social cohesion in the UE. • 2. To promote the active citizenship and to favor the mutual understanding between the young people.

EUROPEAN VOLUNTARY SERVICE Characteristics: • - the EVS is made in a country different from the one from residence from volunteer • - A project within an wide range of activities and fields can be chosen • - The learning in the EVS is implemented with other training activities that are developed during a the project • - Volunteers will never replace a job

  15. Action 2. EUROPEAN VOLUNTARY SERVICE Types of projects: • 2.1. Individual EVS: - a volunteer/a volunteer • - a shipment organization • - a welcome organization • 2.2. EVS of group or group EVS of intervention: • - several volunteers in a project • (up to 100 they can participate in • a same organization or in goes • laugh) • It is possible to combine both in a same project • The projects must have a pedagogical content

EUROPEAN VOLUNTARY SERVICE Participants: • - Young between 18 and 30 years (resident legal in Young Countries Program or Associated less opor) • - Of special way young between 16 -30 years, in inclusion activities • Duration of the activities: • - Project, up to 24 months (to prepar. + eval.) • - Activity, 2 to 12 months. (In case of inclusion the minimum duration could be of 2 weeks)

  17. Action 2. EUROPEAN VOLUNTARY SERVICE Financing (1): • - Principle of cofinancing • - Communitarian Aid based on: • . Costs of certain types of expenses • . Fixed amounts for certain expenses • . Amounts to as much cash settlement on scales of costs • Removal (following slide)

  18. Action 3. YOUTH IN THE WORLD • Action 3 gives support to projects with: • - Countries associate and neighbors of the UE, considered politically like such. • - Russian Federation • - The West of the Balkan Mountains/the western Balkans • And also: • - Other countries partners of the world

  19. Action 3. YOUTH IN THE WORLD • Objectives: • 1. Cooperation with the young people and organizations located in the calls Countries Partners, to promote the dialogue, the mutual tolerance, the interculturalidad and solidarity, to break prejudices and stereotypes and to construct to societies based on the understanding and the respect. • 2. To give support to youthful activities whose purpose is to construct solid and lasting relations, promoting the interchange and the knowledge and contributing to the civil development and reinforcement of the democracy in the countries partners

  20. Action 3. YOUTH IN THE WORLD • Subacciones: • 3,1 Cooperation with the neighboring countries of the UE (of Countries Program) • 3,2 Cooperation with other countries of the world • - European Voluntary service (regulated in Action 2)

  21. Action 3. YOUTH IN THE WORLD • 3,1 Cooperation with neighboring countries of the UE (Program Countries) • Objectives: • 1. To beyond contribute to Peace and stability in the borders of the extended European Union and, harnessing the intercultural dialogue, the mutual understanding and the tolerance between the young people. • 2. To contribute to the fortification of the democracy and the civil society facilitating the integration and the active participation of the young people, as well as to promote the development of youthful structures.

Action 4 YOUTH SUPPORT SYSTEMS • Objectives: • - To improve the quality of the structures of support to the young people • - To endorse the work of the socioeducativos entertainers • - To improve the quality of the Program and to favor the civic commitment of the young people at European level

  23. Action 4 YOUTH SUPPORT SYSTEMS • 4.1. Support for bodies active at European level in the field of youth • 4.2. Support for the European Youth Forum • 4.3. Training and Networking of those active in youth work and youth organisation • 4.4. Projects encouraging innovation and quality • 4.5. Information activities for young people and those active in youth work and youth organisations • 4.6. Partnerships • 4.7. Support for the structures of the Programme • 4.8. Adding to the value of the Programme

  24. Action 4 YOUTH SUPPORT SYSTEMS • 4.3. Formation and connection in network of the people who work in the scope of youth and youthful organizations • - Participant: (Countries Program) • . Youthful organizations • . Actors of the civil society involved directly in the scope of youth • (Associations/Organizations without profit spirit, Organisms public (local, regional, national scope) groups nonassociated of Countries Program) • - Objective: • 1. To promote the interchanges, the cooperation and the formation in the European youthful work • 2. Support to projects developed in the Program • - Activities: • a. Practical experiences of learning (Job Shadowing) • b. Visits of viability • c. Visits of study • d. Partnership e. Seminaries • f. Training Courses • g. Networks

Action 5 SUPPORT FOR THE EUROPEAN COOPERATION IN THE SCOPE OF YOUTH • Objective: • - To support to favor the European cooperation in the scope of youth • How? • - Impelling the political interchanges of good practices and cooperation between the administrations and people in charge at all the levels • - Encouraging the dialogue between political and young people in charge • - Improving the knowledge and understanding of youth • - Contributing to the cooperation between different national and international activities youthful volunteers • Subactions: • 5.1. Meetings of young people and those responsible for youth policy • 5.2. Support for activities to bring about better understanding and knowledge of the field of youth • 5.3. Cooperation with international organisations

  26. Action 5 SUPPORT TO THE EUROPEAN COOPERATION IN THE SCOPE OF YOUTH • 5.1. Encounter of young people and people in charge of youth policies. • Objective: • . To support the collaboration, celebration of seminaries and the dialogue structured between the young people, the people who work in the scope of youth and youthful organizations and the people in charge of the youth policies. • How? • . Promoting the cooperation and the understanding of ideas and good practices in the scope of youth, the conferences organized by the presidencies of the UE and other activities of advantage and spreading. • Type of activities: • . Youthful seminaries organized by the Presidency of the UE • . Youthful seminaries • (Criteria of specific and determined selection and priority) • (It supports goal pursueds by means of the opened method of coordination in the scope of the youth and the European Pact of Youth, as well as the cooperation between voluntary activities of the young people on national and international scale)

  27. Action 5 SUPPORT TO THE EUROPEAN COOPERATION IN THE SCOPE OF YOUTH • 5.2. Support to the activities in favor of one better understanding and a better knowledge of the scope of youth. • Objectives: • 1. To support to specific projects directed to determine the existing knowledge on high-priority subjects of the scope of youth (fixed within the framework of the opened method of coordination) as well as to projects that allow to complete, to update and to make those knowledge accessible • 2. To support the development of methods that allow to analyze and to compare the results of studies and of guaranteeing their quality • 3. To endorse activities of connection in network of the different agents from the scope of youth

  28. Action 5 SUPPORT TO THE EUROPEAN COOPERATION IN THE SCOPE OF YOUTH • 5.3. Cooperation with international organizations • Objective: • . To support to the cooperation of the UE with competent international organizations in the matter of youth, specially Council of Europe and the United Nations or their specialized institutions.
