  3. Maryland Seeks to End Health Disparities • The SHIP provides data on critical health measures by race and ethnicity, so local planning efforts can target key health disparities in Maryland for action. The SHIP complements other efforts moving forward to address health disparities in Maryland. • In 2010, the State's Health Care Quality and Cost Council, led by Lt. Gov Anthony Brown, established a new Workgroup to identify strategies to eliminate disparities in the health care system.  The Workgroup submitted a report in December that recommended (1) formation of Health Enterprise Zones (HEZ), (2) establishment of a Maryland Health Innovation Prize, and (3) analysis of health care quality data by race and ethnicity. The 2012 Legislative Session is considering a bill to implement the HEZ. • Programs in the State Minority Health & Health Disparities Office focus on minority health improvement and disparity reduction in the areas of cancer, tobacco, cardiovascular disease, and infant mortality. • Now, with the launch of the SHIP, Maryland counties will have access to start-up funding and a broad range of tools to set local priorities and mobilize communities against disparities in health.

  6. Considerations in Selecting Priorities • How many people does it impact? • Are there disparities in who is impacted? • How significant is the impact? • Are there disparities in who is impacted? • Are their effective strategies to make an impact? • Can performance be measured?

  7. Local Health Improvement Plan (LHIP) • Action Plans developed by workgroups focused on the 5 priorities for improvement: • Mental Health • Dental Access for Adults • Access to Care • Wellness and Prevention • Health Disparities • Early Childhood Growth and Development
