  2. Why PPP? • 2 main reasons: • sustainability • overcome initial barriers (eg large investment, lack of capacity, insufficient human resources…)

  3. PPP for ICT: Main areas of application • Infrastructure (fiber optics, mobile telephony…) • Services and content development • Capacity building

  4. Some examples of PPP • Non ICT • Road construction with tolls • Electricité du Cambodge • ICT • Telecom infrastructure in rural areas (large investment with low short/medium term profits) • E-Gov services (vehicle registration,…) • Training, HR development

  5. Barriers/obstacles to PPP • Legal environment: • Contractual laws • Capital access • Operational capacity • Coordination organization • Model need refinement and confrontation with practice

  6. Key to PPP for Rural ICT in Cambodia 1/2 • RCG to clarify regulatory framework and provide incentives to private operators • Flexibility • Innovation • Political will/support • Alignment with de-concentration and decentralization RCG process  communes

  7. Key to PPP for Rural ICT in Cambodia 2/2 • Need to create Good practices to be replicated • Rural market/customer to be explored • Khmer localization of services • Infrastructure development • Local human resource development
