  2. Arad Team • The Local Council of Arad approved the participation of the city to the project in June 2010 (Local Council Resolution No. 151/17 .06 2010 ). • In 2011, the Mayor of Arad appointed the Project Management Unit composed of 5 members: project manager, technical officer, financial coordinator, financial officer, communication officer (Mayor’s Exexutive Order No 2831/23.05.2011). • In 2012, the Local Council of Arad appointed the Work Team for the Development and Implementatio of SEAP, composed on 31 members: elected officials, municipal staff, representatives of the main local utilities companies, Chamber of Commerce, universities, Environment Protection Agency (Local Council Resolution No. 4/17 iunie 2010 ).

  3. Covenant of Mayors - adhesion • In June 2010 the Local Council approved the participation of Arad to the project and the adhesion to the Covenant of Mayors (Local Council Resolution No 152/17.06. 2010). • The Mayor of Arad signed the Adhesion Form to the Covenant of Mayors on 13 September 2011.

  4. Covenant of Mayors - ceremony Participation to the Covenant of Mayors signature ceremony, Brussels, 29 November 2011 – Arad was represented by Mr.Bognar Levente, Deputy Mayor, project coordinator.

  5. Conurbation towns Arad ofered support to the conurbation towns for the adhesion to the CoM: 4 conurbation towns have been informed, instructed and supported step by step by the Municipality of Arad and have all signed the Covenant of Mayors in 2011, being now among the 65 Romanian singatories: • Lipova - 11,104 inhabitants - Adhesion approved by Local Council Resolution No. 253 dated 28 October 2011 • Pecica - 13,286 inhabitants - Adhesion approved by Local Council Resolution No. 161 dated 20 September 2011 • Sântana - 13,024 inhabitants - Adhesion approved by Local Council Resolution No. 205 dated 24 November 2011 • Nădlac - 7,500 inhabitants - Adhesion approved by Local Council Resolution No. 19 dated 19 October 2011

Development of SEAPs In 2011 the Local Council of Arad appointed the Work Team for the Development and Implementatio of SEAP, composed on 31 members: (Local Council Resolution No. 4/17 iunie 20101). - 19 representatives of the Municipality (deputy mayor, executive managers, heads of departments, experts) - 8 representatives of utilities / services local companies (district heating, electricity, local transport, gas supply, waste management) - 1 representative of the Environment Protection Agency - 1 representative of the Chamber of Commerce, Industry and Agriculture - 1 representative of the University “Vasile Goldş” Arad - 1 representative of the School Inspectorate of Arad

Development of SEAPsand peer-to-peer Work Teams for the development and implementation of SEAPs have been appointed similarily in theconurbation towns Lipova (5 members), Pecica (7 members), Nădlac (5 members) and Sântana (5 members). Arad has aso selected a consultant that supported the Municipality of Arad and the four conurbation towns in the development of SEAPs.

Arad offered support to the conurbation towns for development of SEAPs: Organisational support: • to appoint the work teams of the conurbation towns, • to inform and instruct the work team; Support for BEI: • to assess existing reference data for each conurbation town; • to define the targets for emission reduction; • to select the priority actions and measures; Support for development of SEAPs: - to establish SMART actions with the view of reducing CO2 emissions for each relevant sector.

  11. Local forums Forum no. 1, session 1 - 30 January 2012 • Participants: Arad work group • Objectives: • Building a work team to actively participate in the successful development and implementation of SEAP; • Submit to the conurbation towns information on the modalities to appoint their own work teams for the development and implementation of SEAPs.

Forum no. 1, session 2 - 3 February 2012 • Participants: Arad work groupand representatives of the conurbation towns • Objectives: - Raise awareness on climate changes issues and on the future responsibilities of the towns, resulting from signing the Covenant of Mayors. - Transfer information with regard to the future responsibilities of the members of the teams concerning the development and implentaion of SEAPs Forum no. 1, session 3 – 22 February 2012 • Participants: Arad work group and representatives of the conurbation towns • Objectives: - Decide the modalities to make the baseline CO2 emissions inventories – how to collect data, fill in the data collection file, in order to quantify the total of CO2 emissions for each conurbation town.

Forum no. 2,session 1–09 May 2012 • Participants: Arad work group • Objectives: Greenhouse Gas Emissions Baseline Inventory in tons of CO2, based on the assessment of the collected and centralised data. Forum no. 2, session 2– 16 May 2012 • Participants: Arad team and representatives of the conurbation towns Nadlac, Pecica, Santana siLipova • Objectives: Baseline Greenhouse Gas Emissions Inventory in tons of CO2, based on the assessment of the collected and centralised data. Forum no. 2, session 3– 22 May 2012 • Participants: Arad work group • Objectives: Determine total CO2 emissions per baseline and CFP per capita in the city of Arad.

Forum no. 3,session 1– 1 June 2012 • Participants: Arad work group • Objectives: Define and set up the targets for reducing emissions, define clear objective and measures for each sector targeted, define strategic objectives and priority measures with the view of reducing the Co2 emissions and diminish the impact of climate changes in the city of Arad.   Forum no. 3,session 2 – 6 June 2012 • Participants: Arad work group • Objectives: Draw up strategic resolutions taking into account the existing criteria and standards and agree on the short, medium and long term climate strategy. Set a time frame for the measures.   Forum no. 3,session 3– 8 June 2012 • Participants: Arad team • Objective: Development of SEAP according to the requirements of the CoM

Forum no. 4,session 1 – 19 Juy 2012  • Participants: Arad work groupand representatives of the conurbation towns • Objectives: Define the targets for reducing the CO2 emissions and the priority measures that would lead to thisreduction. Detail the ways to define a SMART measure. Define the objectives and targets for each activity sector. Forum no. 4,session 2– 24 July 2012 • Participants: Arad work group • Objectives: Participation to a public debate for approving the Climate Strategy of Arad and the SEAP. Include the appropriate actions/proposals in the action plan. Forum no. 4 ,session 3 -14 July 2012 • Participants: Arad team • Objectives: Political commitment to the Climate Strategy Programme for implementing the measures meant to reduce the greenhouse gas effects and SEAP approval.

  16. SEAP – City of ARAD • Approved by Local Council Resolution No170 dated 14 August 2012 • Describes 50 well defined measures to reduce CO2 by 394,753 tons compared to the baseline year 2008 until 2020 • The objective is to reduce CO2 emissions per capita by 23% until 2020 • On 5 June 2013, the Joint Research Centre of the European Commissionofficiallyinformed the Mayor of Arad that the SEAP of Arad has successfully passed the full analysis, meetng all the six criteria and therefore has been accepted and has been made visible on the Covenant of Mayors websie.

  17. SEAP – Town Lipova • Approved by Local Council Resolution No63 dated 8 April 2013 • Describes 25 well defined measures to reduce CO2 by 4305 tons compared to the baseline year 2008 until 2020 • The objective is to reduce CO2 emissions per capita by 20.26% until 2020 • Currently under evaluation by the Joint Research Centre of the European Commission

SEAP – Town Nădlac • Approved by Local Council Resolution No 47 dated 27 March 2013 • Describes 32 well defined measures to reduce CO2 by 4975 tons compared to the baseline year 2008 until 2020 • The objective is to reduce CO2 emissions per capita by 20.90% until 2020 • Currently under evaluation by the Joint Research Centre of the European Commission

SEAP – Town Pecica • Approved by Local Council Resolution No 174 dated 12 December 2012 • Describes 32 well defined measures to reduce CO2 by 10,462 tons compared to the baseline year 2008 until 2020 • The objective is to reduce CO2 emissions per capita by 20.60% until 2020 • Currently under evaluation by the Joint Research Centre of the European Commission

SEAP – Town Sântana • Approved by Local Council Resolution No 174 dated 20 November 2012 • Describes 32 well defined measures to reduce CO2 by 3119 tons compared to the baseline year 2008 until 2020 • The objective is to reduce CO2 emissions per capita by 20.16% until 2020 • Currently under evaluation by the Joint Research Centre of the European Commission

Steps for the implementation of SEAP Arad has been selected among the 4 Romanian cities (Braşov, Suceava, Cluj, Arad) to participate in the the Swiss-Romanian Cooperation Programmeto reduce economic and social disparities within the enlarged European Union - Objective 1 of the Thematic Focus Area 4 – “Improving of the environment” . 12 March 2012 - Assistance sAgreement signed between The Municipality of Arad )Beneficiary) and The Ministry of Public Finance (National Coordination Unit), The Ministry of Administraton (intermediate Body) and the Swiss State Secretariate for Ecoomic Affairs. Two priority projects outlined in the SEAP have been selected with the support of a consultant, and evaluated by experts in view of being financed: 1 “Rehabilitation of the transport and distribution network of thermal energy (district heating) in Arad and transformation of thermal substation in AradulNou District”(7.4 mil. CHF) 2 “Expansion of public lighting network in the municipality of Arad and implementation of photovoltaic panels for partial supply(3.2 mil. CHF) • „

Steps for the implementation of SEAP The Eurpean Bank for Reconstruction and Development selected Arad among the Romanian towns invited to submit proposals for a pilot programme in the field of energy efficiency in public sector. The Letter of Interest was signed by the Mayor of Arad and sent to the EBRD on 6th June 2013, together with a list of project proposals for energy efficiency in public buildings (scools and kindergartens) and public lighting (on streets and alleys). At the beginning of July 2013, the EBRD will select the 4 pilot cities and their projects to participate in EBRD’s ESCO Pilot Programme.
