  1. PLWG Report to ROS August 7, 2014

  2. Generation Deliverability PGRR Update • PLWG agreed that in order to enact a generation deliverability criteria the TSPs will require the ability to submit transmission projects that do not solve overloads through redispatch of generation. • Expect draft PGRR language for PLWG review at August PLWG.

  3. Generation Deliverability Moving Forward • PLWG will review the PGRR draft language concerning TSP submittal of transmission projects to RPG. • PLWG will have further discussion on requirements for project approval.

  4. Load Scaling Methodologies in Planning Studies • PLWG agreed that additional transparency is likely needed in the load scaling methodologies ERCOT Planning is using in its studies. • Load Scaling concerns • Scaling limits for separate zones • System wide load limits for studies • Separate treatment of local vs. interregional projects

  5. Load Scaling Methodologies Moving Forward • Calpine and NRG offered to draft the concerns raised by PLWG concerning load scaling into a document for discussion. • PLWG will address the document created by Calpine and NRG at the August PLWG meeting and return to ROS with recommendations concerning the treatment of Load Scaling in the planning studies.

  6. CDR and Planning Study Model Differences • PLWG outlined its main areas of concern for the differences in load and generation in the CDR, SSWG, and RTP models. • PLWG was able to get notes on each area of concern for all models • E.ON will draft a white paper for discussion at the August PLWG meeting where PLWG will provide notes to reach a final white paper draft for ROS.
