Not a typical MSOD section… • Staff located in Sacramento, Depot Park, and El Monte. • The section has 11 staff comprised of Engineers, Specialists, Field Representatives and Students. • The section has two main vocations: • - The Periodic Smoke Inspection Program (PSIP) • - The Depot Park HD Test Facility

Periodic Smoke Inspection Program (PSIP) • Requires California based fleets w. two or more trucks to perform annual smoke inspections of their heavy-duty trucks. • Smoke tests conform to SAE J1667 Snap Acceleration test procedure. • ARB Field Representatives visit fleets and audit their smoke test records. • Non-compliant fleets are referred to Enforcement Division for follow-up. Why do these inspections? • Two percent of the on-road trucks account for 30% of the NOx and 65% of the PM10. • Diesel PM is a Toxic Air Contaminate and contributes to premature deaths, cancer, and respiratory disease. Diesel soot particle • The PSIP and the Heavy-Duty Vehicle Inspection Program achieves a reduction of 23 TPD of ROG, NOx and PM.

  5. Depot Park Facility • Originally located in Stockton, CA moved to Sacramento’s Depot Park in October 2010. • Three types of projects are carried out at Depot Park: MSOD’s grey KW leaving Depot Park • In-use testing (PEMS, Not-to-Exceed) • Research/rule development programs (LCFS) • Confirmatory Evaluations (NO/NO2 ratio, Diesel Reflash effectiveness, etc.)

  6. PEMS testing Placerville PEMS Route • Allows for second-by-second measurement of emissions during normal operation. • Test routes can be selected to match desired operating conditions, such as: speed, load, and temperature. • Typical projects are in-use surveillance, inventory development, and systems operation verifications. Future plans • Install transient HD chassis dynamometer. • Non-road equipment testing. • Clean room upgrades. • Expanded PM measurement capabilities (CPC, EEPS, etc.) • Engine dynamometer testing. • Expanded welding and fabrication capabilities. • Continued PEMS testing of diesel and gas powered vehicles. • Field outreach, investigations, and surveys.
