  3. 2007 HSE KP3 REPORT FINDINGS: On more than 50 per cent of installations the ‘State of Plant’ element was considered to be poor. There was a poor understanding of the potential interaction of degraded non-safety-critical plant with safety-critical elements in the event of a major accident Plant degradation creates tensions between the need to remedy basic fabric problems and carry out critical repairs Fabric maintenance is very poor on many platforms, showing inadequate long-term planning by the operators for the lifetime of installations, a lack of regard for the working environment of offshore workers and the risks to the individual of injury The poor condition of many platforms has increased the risks of injury to personnel from dropped objects, hand lacerations and falling through gratings.
