  2. 9-1-1 Grant Overview • $1,900,000 Project • $950,000 Local Money • $950,000 Grant Money • Grant is to Alabama Department of HLS • Alabama Wireless Board - Administering

Project Scope • Implement an IP based 9-1-1 network • IP Connection(s) to PSAPs – “Last Mile” • IP Backbone to connect PSAPs & ACCRFs • Alabama Core Call Routing Facility • Montgomery & Huntsville • inetwork to handle ALI and Selective Routing • Bid process had several good responders • Not “Internet” Internet Protocol = IP

  4. Inetwork • A division of Bandwidth • Provides 9-1-1 call routing for many telcos now • Equipment already on the ground in Alabama • Selected via strenuous RFP process

  5. Alabama Supercomputer Authority Highly Redundant & Diverse Familiar with All Counties Familiar with All Carriers Network Operation Centers (NOC) Huntsville and Montgomery Best Candidate for our Network Understand IP networking 24x7 Help Desk Partnership with Education

  6. ASA – Initial Connection • Not Until 2013 • 2Mbps Ethernet • Might be a couple of T1 due to cost • Bandwidth can be increased by PSAP • Hosted Solutions for example • PSAP can get additional connection • Really not needed until ANGEN Phase III • Costs born by the ECD

  7. ASA • 24x7 Help Desk for Network Issues • Other uses for network • Distance Learning – Video Conferences • Training • VoIP Intercom

IP9-1-1 Benefits • Improved Service • Call Setup time drops to Milliseconds from Seconds • Transfers also much quicker • Transfers can go to any PSAP – no LATA issues • Enhanced ALI • Confidence and Accuracy on Wireless • Easier Maintenance of Wired • PBX ALI Included – Local Businesses / Schools • Cost Effective = Lower Ongoing Expenses

  18. Front Line Personnel Issues • Call Takers, Dispatchers, Telecommunicators • Basic procedures and training does not change • Equipment at position looks and operates the same • Connection to the “back end” changes

Back-up / Overflow Plans • Overflow – Too Many Calls • 10 Digit number? / neighboring PSAP? • Back-up Routing • PSAP Evacuated / Destroyed / Isolated • Automatically send 9-1-1 calls to _________? • Establish a Back-Up PSAP at a School • Already connected to ASA – AREN • Bring or store PCs and Radios
