  2. a five-year Sino-German Technical Cooperation Programme (2002-2007) aims to tackle hazardous waste management and foster eco-efficient industrial production in Zhejiang cooperation partners: Zhejiang Environmental Protection Bureau (ZEPB) Zhejiang Economic and Trade Commission (ZETC) two components: Hazardous Waste Management Eco-Efficient Production 为期5年的中德政府技术合作项目(2002-2007) 致力于解决浙江省危险废物管理的问题及促进生态高效益生产 合作伙伴: 浙江省环境保护局 浙江省经济贸易委员会 包括2个子项目： 危险废物管理 生态高效益生产 Introduction to EECZ Programme “浙江省企业环保咨询”项目简介

Major Activities in Hazardous Waste Management 危险废物管理子项目主要活动 • 编制《浙江省危险废物处理处置基础设计规划》 • 开发固体废物管理信息系统 • 开展“现场废物调查”活动 • 2006年150余名环保人员参加了培训 • 目前正在试点企业开展试点调查工作 • Elaboration of HWM infrastructure plan for Zhejiang • Implementation of a Solid Waste Management Information System • Implementation of “On-site Waste Investigations” (OsWI) • 150 EPB staff trained on OsWI in 2006 • OsWI campaigns presently on-going, results will be discussed with SEPA

Environment-oriented Cost Management有效益的环境成本管理（EoCM） • a German Environmental Management tool • introduced into Zhejiang in 2003 • applied in 15 pilot companies from 2004 to 2006 • built up the capacity of consutlants from 15 consultancy firms • 德国环境管理工具 • 2003年引入浙江 • 2004-2006年，在15家试点企业应用 • 提高了来自15家咨询结构的咨询师的能力

Achievement - EoCM in Legal FrameworkEoCM方面取得的成果 – 立法框架 • 2007年3月27日浙江省经济贸易委员会发布公函，同意《浙江省有效益的环境成本管理（EoCM）验收暂行办法》在浙江省施行 • 认同EoCM为清洁生产工具 • “Provisional Measures of Zhejiang Province on the Environment-oriented Cost Management (EoCM) Inspection and Approval” issued by ZETC on 27 March 2007 • EoCM accepted as onecleaner production tool Official announcement 公函

Results of EoCM – Triple-Win in Pilot CompaniesEoCM成果 – 试点企业取得“三赢” For the 15 EoCM pilot companies, from 2004 to 2006: 2004年至2006年，15家试点企业取得： • 经济效益 • 总节约 ：5750万元 • 生产成本平均降低：3.5% • 环境效益 • 平均电耗降低：7.2% • 平均污染物减少比例： • 废水：20.1% • 废气：15% • 固体废物：11.6% • Economic benefits • total savings: RMB57.5 million. • average reduction of production cost: 3.5% • Environmental benefits • average reduction of electricity consumption: 7.2% • average reduction of pollutants: • wastewater: 20.1% • waste gas: 15% • solid waste: 11.6%

Results of EoCM – Triple-Win in Pilot Companies（2）EoCM成果 – 试点企业取得“三赢 (2) • Organisational benefits • raised awareness • improved communication and management system • integration into company structure • Sustainable application impact monitoring of 2004 EoCM Programme showed that the seven pilot companies: • Implemented additionally 39 measures • Invested RMB 12.9 million • Achieved an economic benefit of RMB 19.8 million • 组织管理效益 • 提高了环保节约意识 • 加强内部沟通与管理 • 整合到企业管理机制 • 持续应用 对2004年七家试点企业的 回顾调查表明：　　　　　　　　　 • 又实施了39项措施 • 投入约1290万元 • 总经济效益1980万元
