  2. NORA National Occupational Research Agenda • Begun in 1996 • Basic approach: • Seek stakeholder input • Identify research priorities for the nation • Work together to address priorities • Leverage resources to support research in priority areas • 21 Priority Areas identified for first decade

  3. NORA Vision A national partnership effort to define and conduct priority research

  4. Second Decade of NORA Move research to practice in workplaces through sector-based partnerships

What Is a Sector-Based Approach? • Sector Council develops and implements agenda • Addresses most important problems in each sector (risks, exposures, injuries, diseases, occupational safety and health system failures) • One or more separate research strategic plans for each of eight major sector groupings • Cross-sector needs identified for research critical to multiple sectors, e.g., surveillance, MSD’s, special populations, safety culture

Manufacturing Sector North American Industry Classification System (NAICS) codes 31-33(21 subsectors) Largest Sub-sectors • Transportation equipment manufacturing • Primary metals and fabricated metal products manufacturing • Food manufacturing Down from 16 to 13 million workers, 2006 - 2008 • 30% Women • 15% Hispanic or Latino • 10% Black or African American • 5% Asian

  9. Manufacturing Sector Occupational Injury and Illness Data • Manufacturing has the highest numbers and rates of occupational “illnesses” reported to BLS • Nearly a quarter of these are hearing loss

NORA National MNF Agenda Draft Strategic Goals • SG1: contact with objects and equipment • SG2: falls • SG3: musculoskeletal disorders • SG4: hearing loss • SG5: respiratory conditions and diseases • SG6: cancer • SG7: vulnerable populations • SG8: small businesses • SG9: emerging risks • SG10: catastrophic incidents

SG4: Reduce the incidence of occupationally-induced hearing loss • IG 4.1: Implement surveillance activities to identify and reduce sources of noise exposures, conduct longitudinal analyses of hearing outcomes…HP usage …noise control • IG 4.2: Implement R&D activities for identifying effective noise controls … and quiet-by-design activities • IG 4.3: Implement R&D activities for personal HPDs, … fit-testing…guidance…and use of hearing protection • IG 4.4: …identify HL risk factors for impulsive noise • IG 4.5: … identify HL risk factors for ototoxicants • IG 4.6: …develop metrics…to validate standards … and assess effectiveness of hearing conservation programs

MNF Sector Council Current Efforts • Review comments and finalize MNF agenda • Next Council Meeting in May • Implementation of the agenda • Identify Potential Partners/Target Groups • Seek Organizational Commitments • Identify Shared Values & Shared Vision • Define Benefits for Return on Investment • Develop Performance Measures

  13. MNF Sector Council Next Steps • Recruit additional industry and labor representation to the Council • Actively promote the agenda nationwide • Develop partnerships and Track Goal Related Activities and Impact • Improve research to practice (r2p) effectiveness
