  1. 37th Executive Council Meeting of the FEDERATION OF ASIA-PACIFIC AIRCARGO ASSOCIATIONS (FAPAA) hosted by the Singapore Aircargo Agents Association (SAAA) Resorts World Convention Centre, Singapore 4th – 5th June 2010

  2. FIATA Report Report on relevant Region Asia Pacific and Airfreight Institute (AFI) matters outcome from FIATA HQ Meeting, Zurich, Switzerland, March 2010 - Chaired by ACAAI India

  3. Relevant Issues - AFI Minutes – 19.03.10 E-AWB and Model agreement for EDI ( Recommended Practice 1670) • FIATA supports the introduction of the e-AWB and encourages its members in countries where the e-AWB can be used • As reported last year IATA and FIATA/AFI had been working and have agreed on a model agreement for electronic data interchange which has been published as a Recommended Practice (RP1670). • This agreement can be amended as per the needs and requirements of both parties. • This is a model agreement and FIATA are not in a position to check applicable laws in all possible countries of the world. • FIATA does not take any legal responsibility whatsoever the consequences of signing the agreement.

  4. European Air Cargo Programme (EACP) • Issues related to working of the EACP. • Bank Guarantees, Financial Criteria and Assessments – Problem area. • Dialogue continues with IATA in an effort to arrive at a mutual consensus.

  5. Cargo Accounts Settlement System (CASS) - Imports • IATA wishes to roll out CASS Imports in European Countries. • No discussions had with National Associations on this issue. • AFI not in favour of new CASS module in the 805 countries. • AFI urges Association Members to be alert in dealing with this issue.

  6. Proposals for Introduction ofa CASS Correction Period to be implemented in Europe • Carriers take too long to issue credit memos. • Intermediary can register a billing query via CASSLINK. • Carrier must respond via CASSLINK within a response deadline period. • Carrier may accept, reject or acknowledge the query. • In case no response received within stipulated time, query will be automatically approved. • New procedure would eliminate disputes and hasten process to solve queries in time.

  7. CSC Resolution 600B • At the recent Conference in Vancouver, the carriers have decided that the liability limits for Non Montreal Convention Traffic will be equivalent to the Montreal Convention liability limits of SDR 19.00. • AFI believes that this is a very positive move and complimented IATA and its Members for doing this. Of course it will have to be kept in mind that this only means that the liability limits for non Montreal Traffic are raised to the Montreal level, but it does not mean that the Montreal Convention applies to all areas. • Refer to Airfreight Institute (AFI) Doc.AFI/3312009-10-21

  8. Indian Air Cargo Programme (IACP) • ACAAI fully committed to take this programme forward. • Many stumbling blocks in the way. • 7th Joint Council Meeting conducted after a gap of almost 6 months. • Minuted, agreed, approved issues being re-opened for discussions. • Efforts still on to take IACP to its Final conclusion.

  9. IATA / FIATA TRAINING • Till the HQ meetings the IATA FIATA Training programme as announced last year has failed to meet any of the objectives that had been set jointly by IATA and FIATA at its inception. • "We take full responsibility for this failure", the foregoing was stated by Aleks Popovich, IATA Head of Cargo, while giving his official opening remarks at the IATA WCS of March 2010 held in Vancouver. • IATA and FIATA were coming forward to put the programme back on track.

  10. International Civil Aviation Organization (ICAO) • FIATA and its member associations, do treat safety and security as core values and seek to improve cargo security and safety through both education and higher standards of professionalism within the air cargo industry, forwarders, carriers and traders alike. • FIATA Past President Mr William Gottlieb succeeded after having tireless worked on the approach of FIATA with ICAO, the International Civil Aviation Organization. FIATA was accepted and will be heard. • AFI will be steering this relationship trough the Advisory Body Security Matters and the Advisory Body Dangerous Goods. • AFI welcomes inputs from Members and these may be directed to the AFI Manager at the FIATA Secretariat.

  11. Some Information on IATA Administration • IATA - announced their New Global Head Cargo effective 7, June 2010. • Mr Des Vertannes, currently the EVP Cargo with Etihad, based in Abu Dhabi, will join IATA. • John Bernardi has left IATA, and Eric Raemdonck, Steve Savage and Ajay Pande have left IATA at end of March 2010.

Fee of USD 15/- • Overview regarding Customs Affairs in the Region. • Overview regarding Security Issues in the Region. • Overview regarding Vocational Training in the Region. • RAP traditional presentation by the RAP Association Member- Indonesia informed on their work and regarding next 4th FIATA RAP Field Meeting in conjunction with UNESCAP meeting 14 – 16, July 2010 at Bali, Indonesia.
