UNC0343 – consider possible mechanisms and enforcement for further discussion. • Mod 343: • It is proposed that all Users and Transporters, who are signatories to the Uniform Network Code; • Have the ability to raise issues directly with the AUGE for assessment and inclusion within the AUG Methodology and AUG Table • And • 2. Places a requirement on parties to bring forward issues that they believe are contributing to unidentified gas. • Mechanisms and enforcement • Parties are expected to act within the spirit of the Modification therefore they would be obligated, via Code, to bring forward any issues believed to be contributing to unidentified gas. • However the following scenarios have been identified as discussion points for potential controls: • Control via an SPAA Schedule – however not all parties are signatories to SPAA • Incentives rather than penalties (although there should be no need to incentivise) • Formal request from the AUGE on a quarterly basis for known issues. Response to be mandatory, even if no new issues have been identified (null response). This may however add a level of admin/cost not previously identified. • No formal mechanism for enforcement required.
