GIS in Indiana • New State Law • Establishes the Office of Geographic Information to provide for the development and implementation of a GIS for Indiana • Recognizes the Indiana Geographic Information Council (IGIC) as an advisory body for the Office in matters of policy and strategic direction • Directs the Office to coordinate with a coalition of Indiana’s Universities to accomplish important parts of its mission

The University Coalition On February 24, 2005, representatives of six of Indiana’s seven state funded institutions of higher education came together and drafted a Memorandum of Understanding (MOU) which was later signed by all the participants: “The undersigned institutions agree to participate in a coalition of state universities to coordinate and promote geographic information science. Other institutions may be invited to join the coalition. This support would focus on the traditional threefold mission of universities: education, research and service.”

The MOU • Our participation is intended to provide the following benefits to the state subject to availability of resources: • Maintain an inventory of university faculty, skills and research interests. • Provide internships and other practical educational experiences for students. • Assist the State GIS Office. (The GIS Office may need the help of universities to collect and distribute GIS data from local governments and provide technical assistance. This should be structured to stimulate the market for the private sector rather than to appear competitive.

The MOU • Define research questions and cooperative research opportunities. • Collaborate on grant submittals • Share technical capacity (data storage, computing, networking, receivers, etc.). • Share data and publicize research results that could benefit the state. (It may be valuable to bring academic understanding to practical application of state and local government.) • Promote formal (and seminar-based) GIS education available through our universities, and advertise GIS education opportunities throughout the state and around the world for potential students. • Coordinate other activities as the coalition may determine.

  7. The MOU To achieve these goals, each of the participating campuses will designate a representative to serve as a member of the coalition advisory committee. The committee will select its own chair, who will serve as spokesperson on behalf of the coalition.

  8. The MOU Initially and until the committee determines otherwise, The Polis Center at IUPUI will provide support for the coalition, serve as convener of interest, and provide liaison with whatever State office or council may be established or identified to coordinate GIS on behalf of the State and its agencies.
