  3. Background of USAP • Launched in 2002 with the objective of promoting global aviation security through the auditing of Member States. • The first audit conducted in November 2002. • First cycle completed by end 2007

  4. Second Cycle • ICAO Assembly in Sept 2007 requested continuation of USAP • Adopted by Council • Second cycle commences in 2008
