  2. Why Value Added? As of the 2011-2012 school year, a program designed to recognize value added and to assist in the assignment, recruitment and retention of teachers (hereinafter referred to as the ―program‖) shall be set up, on the one hand, to recognize value added and, on the other hand, to allow the granting of incentive premiums for assignment, recruitment and retention.

  3. Where We Are Going(RSB & RTU)? Our committee has decided to go 100% added value towards the voluntary activities that go over and above what the collective agreement prescribes.

  4. Who can benefit? This appendix applies specifically to the teachers of the board.

  5. Roles and Responsibilities Provincial Advisory Committee (PAC) is our provincial body that will evaluate the program. Our board level committee is our Labour Relations Committee. And the school level committee will be your staff councils.

  6. Roles & Responsibilities con’t The Mandate of the Board level Committee(LRC) is: • Receive the information on the amounts made available to RSB by MELS. • Make recommendations to the board on the portion to be used for incentive premiums • Report to the Board on the cumulated total of credits for every teacher who participates in this program.

  7. Roles & Responsibilities con’t Periodically evaluate the program for efficiency Make recommendations to the school board In any case where the school board does not agree with the committee’s recommendations, the committee has to return to the drawing board.

  8. Roles & Responsibilities con’t The mandate of the school level committee (school council) is: • Makes recommendations as to which activities should be recognized for credits. • To advise teachers that they each have the responsibility to keep track of his/her activities • The board will make available a standard form for the teacher and another for the administrator, pending approval of the committee.

  9. Credit System Activities that are normally held at a frequency of once a week throughout the entire school year shall count as 30 credits—examples:  stamp club, photography club, tutoring, mentoring.

  10. Credit System Activities that are normally held at a frequency greater than once a week for part of the school year (approximately 30 sessions) shall count as 30 credits—examples:  track and field team, badminton team, drama club, choral group.

  11. Credit System con’t Activities that are normally held at a frequency greater than once a week throughout the entire school year shall count as 60 credits—examples:  judo club, gymnastics club, swimming club.

  12. Credit System con’t Major activities including, among others, a school band, senior football team, senior basketball team, annual revue that are held frequently for part of the school year (approximately 60 sessions) shall count as 60 credits for the person in charge (head coach, band leader, etc.). These activities shall count as 45 credits for regular assistants.

  13. Credit System con’t Supervision of an intramuralprogram shall count as one credit per session provided that each session lasts at least 30 minutes—examples:  afternoon skating, school choir. A maximum of 60 credits may be granted per teacher for any one activity.

  14. Credit System con’t Other extracurricular activities shall be recognized at the rate of one credit per session provided that each session lasts at least 30 minutes. A maximum of 60 credits may be granted per teacher for any one activity.

  15. Credit System con’t As regards the maximums prescribed in subparagraph d), teachers accompanying students on overnight educational outings, which are approved by the board according to its policies, shall obtain 10 credits per night up to 30 credits per year.

  16. Payment • By mid-June the board has to pay all participating teachers. • Monies allocated by these measures cannot exceed 8% of the teacher’s salary. • For each school year, the Ministère shall distribute equally among the nine English-language school boards, 10% of the amount allocated for the program. The residual amount shall be distributed among the nine school boards in proportion to the number of teaching positions funded by the MELS in the three sectors for each board.
