Background 31 March 2014 The Minister of Sport and Recreation, The Mayor of eThekwini and the President of SASCOC signed the letter of intention to Bid for the Commonwealth Games for 2022 in Durban July 2014 We presented our credentials to the CGF General Assembly in Glasgow The delegation was led by the Minister of Sport and Recreation, Our Commissioner in London, A Senior Manager from the City of eThekwini and members of SASCOC 2 March 2015 We officially lodged the Bid Documents at the formal lodgement ceremony held in London at Mansion House The delegation was led by the Minister of Sport and Recreation, the MEC of Sport and Recreation in KZN, The Mayor of eThekwini, the Chairman and CEO of the Bid Committee 26 – 1 May The Evaluation Commission of the CGF visited the City of eThekwini led by high powered CGF delegation as well as events specialists

Stakeholders • The National Department of Sport and Recreation • The Provincial Government of KZN • The City of eThekwini • SASCOC The following government departments involved at the National and Provincial level within the delivery of the Bid for the Games: • Presidency • Finance • Arts and Culture • Energy • Environmental Affairs • International Relations and Cooperation • Human Settlements • Sport and Recreation • Police • Transport • Health • Communications • Home Affairs • Justice and Correctional Services

Evaluation Process • The Evaluation process consisted of the following: • The inspection of our facilities (International Federation standards and requirements) • Transport Plan • Safety and security strategy • Proposed Village Plan • Accommodation inventory and standards available within the region • Legacy initiatives • Medical and doping standards and facilities • Technology infrastructure • Environment and meteorology • Authority structures • Sports programme

Sport Selection Criteria • Sport selection and venues • The process utilised to identify the sport was the following: • We did an audit of all sport facilities within the eThekwini area • We investigated the planned facility upgrades/development within the cities budget • Sustainability • The NDP • The IDP • Medal hope for Team SA

The Village - Cornubia • We researched the NDP and the IDP to identify the requirements for the region as part of the 2030 plan • Within the NDP and the IDP the region of KZN has to provide 24000 units as part of the housing stock required for the 2030 plan • The site identified is part of a Presidential project within Human Settlements • The site as the first phase of the development has been completed and is occupied • The city of Durban has developed a three-pronged approach to address the housing backlog in its city. • Included in that strategy is gap housing aimed at the moderate income Earners - this forms part of the 2030 National and Local development plan. • The intention is for the Athletes Village to fit into that category • The Village has been designed to provide a world-class facility which meets the specific needs of the Games. • It is built to the highest environmental and design standards, and will provide a quality living environment for athletes and officials • Post the games ,the village units will be converted into family housing units to be sold at subsidized prices to moderate income earners

Future Dates of Importance • July 2015 the 71 member countries of the Commonwealth Games Federation will be visiting the City of eThekwini to evaluate of value proposition for themselves, split over three visits: • Africa and Asia CGA’s 15 to 19 July 2015   • Europe and Oceania CGA’s 22 to 26 July 2015 • Americas and Caribbean CGA’s 5 to 9 August 2015 • 2 September 2015, the Bid Committee will deliver its final Bid Presentation to the CGF General Assembly in Auckland, New Zealand. • The 71 Members will then be required to vote on the acceptance of our value proposition based on the following: • The evaluation commissions report • The valuation proposition proposed by South Africa

  9. Benefits • The city of Durban has aligned its Integrated Development plan to the National Development Plan. This means they aim to ensure that "by 2030, eThekwini (the greater Durban Metropolitan area) will enjoy the reputation of being Africa’s most caring and liveable city". • To this end the city has developed an 8-point plan to accelerate economic growth, job creation and service delivery • Develop and Sustain our Spatial, Natural and Built Environment. • Developing a Prosperous, Diverse Economy and Employment Creation. • Creating a Quality Living Environment. • Fostering a Socially Equitable Environment. • Creating a Platform for Growth, Empowerment and Skills Development • Embracing our Cultural Diversity, Arts and Heritage. • Good Governance and Responsive Local Government. • Financially Accountable and Sustainable City • Whilst hosting the games in Africa for the first time will give the Commonwealth Games Federation (CGF) the opportunity to showcase its values about humanity through the South African story, the core theme is around inspiring young Africans to take charge of their destiny and make their home liveable and caring. • The opportunity to host the 2022 Commonwealth Games in Durban would be a catalyst and a game changer in the lives of many ordinary people.

How the 2022 Commonwealth Games positively affect South Africans: • Promoting sport amongst the youth towards nation building and uplifting individual lives and therefore transforming communities • Promoting social cohesion as envisaged in the National Development Plan by getting our people to share social spaces • Promoting brand South Africa for economic development purposes impacting on industries such as tourism • Accelerating rate of development and the execution of intended development plans in the country. In total, international visitors are expected to contribute up to R12 billion in direct expenditure. The 2022 Commonwealth Games is expected to deliver up to R20 billion in output to the economy, translating into an additional R11 billion GDP growth.
