SYAP • Background • GoG declares food insecurity emergency on Sept 9, 2009. • Why? : • Unusually low rainfall  corn and bean crops affected food supply and livelihoods • multiple causality, complexity + magnitude of malnutrition exceeds GOG capacity to respond. • Guatemala: 4th worst chronic malnutrition rate in the world. .

  4. SYAP EL PROGRESO ZACAPA CHIQUIMULA GoG declares food insecurity emergency on Sept 9, 2009. USAID/FFP responds: Save the Childrenisawarded a SYAP tosupport 10,000 families in 170 communities in the 3 departments in eastern Guatemala.

  6. SYAP- Prosano Challenges: • Distributing monthly food rations to 10,000 families for 10 consecutive months in a 170 communities. • Food ration: 4 products • Transparency, accuracy, timeliness

  7. PROSANO Typically Beneficiaries sign or, if illiterate, stamp their fingerprint. Forms go back to project office to be typed into an electronic format and consolidated.

  8. PROSANO Challenge: How do we know if an individual in line is in fact a legitimate beneficiary? How do we know that two individuals from the same household are lining up = “double dipping” The Pencil & Paper method takes time and allows for mistakes. Data collected using Pencil & Paper must be transferred to a database, one more chance for mistakes, in order to be useful for analysis and decision making.

The need for a better alert/ warning system • Health providers will not know about this case • Child will not receive proper treatment • Nobody at the MOH main offices will know • Data can not be used for planning and priorization decision making.
