With completed industrial system and solid industrial foundations, the city has favorable conditions to develop large-scale and important projects. “一五”计划时期，国家156项重点建设项目有6项建在包头，从而奠定了包头工业的基础。经过近六十年的发展，包头市目前已形成以稀土、冶金、机械、电力、化工为主的制造业支柱产业和主导产业。 During the period of “1st Five Year Plan”, 6 national key projects among the total 156 were developed in Baotou, and laid the industrial foundation of Baotou. After near 60 years’construction, it has developed a well-established industrial system that includes steel manufacturing, rare earth mining and processing, nonferrous metallurgy, machine manufacturing as well as electronics and chemical industries.

  19. 包头稀土资源的特点Characteristics of Baotou’ s Rare Earth Resources 储量丰富，根据有关资料，全球已探明的稀土资源 工业储量约9260万吨REO，其中中国储量为6588万吨REO，占全世界的70%。包头白云鄂博矿稀土工业储量5738万吨REO，占到中国的87.1%，世界的62%. 稀土与铁共生，随铁开采，露天作业，采矿与选矿成本低. 资源集中，品位较高，便于开发管理. 以轻稀土为主，镨钕含量较高占到21%，铈、镧 的含量非常丰富.

  21. 稀土园区”已完成规划，即将实施Rare Earth Industrial Park - The planning is completed, nearing implementation 包头稀土高新区稀土产业园区位于包头稀土高新区和万水泉台地，总面积5792亩。根据园区建设的阶段安排及园区产业链密集和松散程度，该园区又分为起步区、核心区和拓展区三个区（上述规划面积不包括拓展区）。 The Rare Earth Industrial Park covers an area of 5792 Mu and divided into 3 functional section such as start-up section, core section and expansion section.

  22. 打造稀土原料供应“洼地” 加快稀土产业发展Build RE Raw Materials Supply” Pool” to Speed- up Development of Rare Earth Industry 根据近日出台的《关于打造稀土原料供应“洼地”优势加快稀土产业发展的意见》（包府发[2007]58号）文件，明确了稀土产业发展的总体思路、发展目标、发展重点，特别指出了稀土产业发展的政策措施。由包钢与包头稀土高新区强强联合，采取积极措施，大力发展稀土产业。根据文件精神： In early 2007, the Baotou government officially published Opinion of the Baotou Government on Building the Competitive Advantage of Rare Earth Raw Materials Supply “Pool” to Promote the Development of Rare Earth Industry ([2007] No.58).

  23. 打造稀土原料供应“洼地” 加快稀土产业发展Build RE Raw Materials Supply” Pool” to Speed- up Development of Rare Earth Industry • 包头将加强稀土原料生产总量调控，实行稀土原料定向销售。包钢集团将严格控制稀土生产总量，向稀土高新区稀土应用企业提供稳定的稀土原材料。在包头稀土高新区范围内搞稀土深加工的企业，包钢按市场优惠价格供应稀土原材料。 The main aim is to strengthen the control over the production volume of RE materials and to enable the committed sales of RE materials. Baotou Iron and Steel will provide RE raw materials at preferential prices for RE deep-processing companies within the Zone. • 实行扶持优惠政策。通过优惠电价和税费优惠政策的实施，有效降低稀土企业的生产成本，形成成本“洼地”效应。争取电力部门给予稀土产业园区优惠用电价格。凡进入稀土高新区的稀土企业，优先享受高新技术企业待遇。 Carry out preferential policies. The Zone will strive for preferential power price and tax incentives to effectively lower the cost of the rare earth companies.

  24. 稀土产业重点发展方向：五条产业链Placing Great Emphasis on Five Rare Earth Industrial Chains 一、稀土永磁材料Rare Earth Permanent Magnetic Material 以稀土磁性材料及各种电机生产为核心的产业链。 To develop the industrial chain focusing on NdFeB (permanent magnetic material) -- various rare earth permanent magnetic motors-- rare earth magnetic separator -- electric automobile etc. 二、储氢材料Rare Earth Hydrogen-Storage Materials 以稀土储氢材料及各种动力电池、电动车等应用产业为核心的产业链。 The second chain is Misch-metal----rare earth hydrogen storage alloy powder----MH/Ni dynamic battery----electric bicycle and electric automobile. 三、发光材料Rare Earth Luminescent Materials 以稀土发光材料及应用器件生产为核心的产业链。 The third chain is to produce rare earth luminescent materials and the application components.

  28. 扶持企业发展的资金政策：财政扶持政策Financial support Fund 增值税高新区留成部分：高新技术企业自认定之日起七年内全部返还。 所得税高新区留成部分：自注册之日起，高新技术企业减按15%征收。前五年100%扶持给企业，后五年按50%扶持；科研生产型及科研开发型非高新技术企业前三年按80%扶持，后三年按40%扶持。商贸、餐饮、服务业和建筑房地产企业，前三年按30%扶持，后三年按15%扶持。 对于外资企业，可同时享受国家的“免二减三”政策。 营业税高新区留成部分：自注册之日起，高新技术企业三年内按100%扶持。生产型、科技开发、科技服务、科技贸易企业按80%扶持三年。商贸、餐饮、服务业和建筑房地产企业按30%扶持三年。 Locally reserved VAT: From the day of certification as a "Hi-tech company", the locally reserve vat will be refunded within 7 years. Locally reserved income tax: From the day of registration, hi-tech companies pay the income tax at a rate of 15%, and are exempt from income tax for 5 years, and pay half during the next 5 years. The foreign –invested company will simultaneously enjoy the 2 year’s exemption from income tax and 3 year’s pay half. Business tax: From the day of registration, hi-tech companies are exempt from Business tax for 3 years.

  29. 为高新技术产业的项目孵化营造理想环境To Create Favorable Incubation Environment for Hi-tech Projects • 出台了支持创业中心、留学人员创业园、内蒙古软件园的专门政策，从资金、场地、技术支持等各个方面为项目孵化营造理想环境。 • Special policies have been implemented to support the Business Incubator, the Returning Overseas Student Park, and the Inner Mongolia Soft Ware Park. They provide an ideal environment for project incubation through investment, office space, and technical support.

  30. 奖励企业家、扶持企业 Encourage and Award Companies and Enterprisers • 设立了优秀项目、优秀企业家、经营管理单项奖和质量奖，专门奖励技术创新、经营管理贡献突出的企业和企业家。 Set up Excellent Project Awards, Excellent Enterpriser Award, Operation and Management Award and Quality Award • 最受企业欢迎的财政扶持资金，实行六年来，已经累计向企业兑现5亿元。 Financial Support Fund, over 500 million Yuan has been granted to enterprises in the past 6 years. • 制定《招商引资奖励办法》。引进固定资产投资在500万以上工业项目，高新区奖励中介人固定资产投资额千分之一到千分之五。 Incentive Policies for Investment Promotion and Attraction It stipulates that whoever attracts industrial project with the investment in fixed assets more than 5 million Yuan into the Zone, is to be granted 1‰ to 5‰ of the investment funds as an incentives.
