PROGRAM OVERVIEW • Initial Development Plan (completed within the next 4 years) • 210 New Homes (all 3 or 4 bedrooms)—slated for completion by December 2012 • 97 Renovated Historic Homes—20 homes completed to date, renovations occur through attrition • 65 duplex to single-family conversions—scheduled 2013 • More than 600 demolitions—scheduled end of IDP • Family-friendly 7,500 sq ft Neighborhood Center with community amenities—construction begins 2014

PROGRAM OVERVIEW • Initial Development Plan Continued • Reduces number of on-base homes by over 600 homes–increasing housing demand and property tax revenues outside of the installation • Program provides temporary opportunity for federal employees and military retirees to live on post • More than $8 million generated by DoD/civilians/military retirees and put back into the program to build and renovate homes for military families (since January 2010)

  5. PROGRAM OVERVIEW • Secondary Development Plan (Years 7 through 50) • All income from the project is reinvested into the project • 210 New and 97 Historic Homes renovated twice • 65 Single-family conversions rebuilt and later renovated • Major Renovation of the Neighborhood Center

NOTABLE ACCOMPLISHMENTS • School Street Renovations • Convert duplexes into single-family homes • Four of five, completed to date • Deferred Maintenance • More than 70% of occupied homes have received a first turn • 10 playgrounds have been renovated and/or relocated • Maintenance Requests • More than 20,500 work orders complete since December 2009

LOCAL AND SMALL BUSINESS COMMITMENTS • Picerne Exceeds Army’s Small Business Expectations Across Portfolio • Small business opportunities in Property Management, Construction and Development providing a direct benefit to local communities • More than $25 million has been contracted to local subcontractors • 93% of the subcontractors used are local • $12.6 million paid out so far in 2012 to local businesses • $1.4 million paid out so far in 2012 to veteran and women-owned business APG Baltimore
