  1. Lemon Tree Request March 25, 2008

  2. Lemon Tree Request • Invited the residents to a meeting on 2.27.08 • Explained the rationale for boundaries • Listened to residents’ concerns and agreed to do some additional analysis • Explained the importance of finding unique circumstances that placed Lemon Tree in a different category than other rezoned areas

  3. Lemon Tree Concerns • The increased travel time to Lovejoy Elementary is unacceptable • To Hart—2 minutes, 44 seconds • To Lovejoy on CC—4minutes, 30 seconds • To Lovejoy on Rock Ridge—5 minutes, 25 seconds • 8 am commutes: • Hart—3minutes • Lovejoy on CC—4 minutes, 0 seconds • Lovejoy on RR—6 minutes, 0 seconds

  4. Commute Time Comparisons • Bellegrove additional time is 3 minutes, 45 seconds • Thompson Springs additional time is 3 minutes, 19 seconds Rezoning has created slight increases in commute times.

  5. Lemon Tree Concern • Country Club is an unsafe route that the Lemon Tree residents must use to drive to Lovejoy Elementary • According to the CCSO, there have been 4 wrecks on Country Club Road this school year and all have occurred at the intersection of CC and Estates Parkway

  6. Lemon Tree Concern • Because the Lemon Tree students are on the southern perimeter of the Lovejoy Elementary attendance zone, the students would spend additional time on the bus.( up to 45 minutes) • Bus ride times should fall as our elementary bus students will be divided into 3 groups instead of 2. Preliminary route that would include Lemon Tree would have a total ride time of 27 minutes

  7. Lemon Tree Concern • The demographer’s data is invalid because of the upcoming home rule charter election. • Checking with the demographer, she stated that the potential home rule election was taken into account. Furthermore, this election will have little or no effect on the 5-year projection

  8. Summary • Rezoning is a challenge. It is a good thing that people do not want to change campuses • The increased commute times for Lemon Tree are small and in line with the rest of the district • The accident data from CCSO does not indicate an increased risk in the drive to Lovejoy Elementary • The demographer did take into account the home rule charter election • The ride time on buses should decrease for the 2008-09 school year

  9. Lemon Tree Recommendation • In order to preserve the integrity of the rezoning process and to provide balance of enrollment until the opening of Elementary #4, the administration recommends denial of the request for waiver of proposed boundaries
