  1. Prepared for: DISA September 17, 2003 Reference Modeling’s Role in Developing Secure Enterprise Architecture Solutions Presented to the Romanian IT&C Security Forum 31 October 2006

  2. Challenge • Design, implement and operate more secure networked systems, • Develop and follow a common, standardized process that will allow new and legacy IT&C systems to meet EU, Romanian Public Law, and industry guidance, • A Solution • Use Reference Modeling as a method to meet the above challenges 2

  3. DOD Enterprise Architecture Reference Models Dept of Defense (DOD) Models must be harmonized with the Federal Enterprise Architecture Framework (FEAF) models. ARTEL pioneered the 3 Step Methodology with DOD. 2. ARTEL developed the DOD TRM and User Guide under contract with DISA for DOD. 3. ARTEL structured, guided, and documented nine (9) case studies for DOD across diverse environments. A Practical and Cost Effective Enterprise Architecture Approach 2 Case Study (Near-Term) DoD TRM 3 STEP Methodology 3 1 An abbreviated 3 Step Methodology was used instead of a more elaborate one. 5

  6. Project Phases Project Phases • Phase 1: Assessment, Study and Definition • Assess current systems • Establish “Goal Architecture” • Define changes • Phase 2: Design and Engineering • Engineer an IT system that meets the objective established in Phase 1 • Stress hardware/software/systems reuse • Develop clear migration path • Phase 3: Implementation • Modify current systems as required • Acquire, install and bring into operation additional systems as specified in Phases 1 & 2 • Phase 4: Operation & Maintenance • Provide on-going system operation, maintenance & technology refresh 6

  7. Case Studies • Contract Name: Ann Arundel County Telecommunications Assessment Project for Municipal Services • Agency: Ann Arundel County, MarylandOffice of Information Technology • Dates: 2005 through 2007 • Value: $5.5 mil (value of all task order awards active in 2006) • Description:Anne Arundel County’s Office of Information Technology tasked ARETL to conduct an assessment of its current telecommunications infrastructure, to develop comprehensive network/design solution and provide implementation support for the telecommunications system that supports the County’s municipal services. This includes: • Conduct an assessment of the current telecommunications infrastructure and develop recommendations pertaining to improvements in technology, and resources to meet near-term and long-term requirements • Develop a telecommunications Evolution Plan (TEP) consistent with the mission of OIT and its budget process. • Support OIT efforts in developing a standardized equipment and services platform. 7
