  2. Assumptions • Selected Supervising Agencies need six months for start up • DSHS must utilize a formal RFP process to select Supervising Agencies • Contracts in other parts of the state will be transformed to Performance Based contracts • The same set of principles will shape both transitions

  3. Timeline for Demonstration Sites

  4. Major Milestones – Demonstration Sites July 1, 2012 – Deadline for transition in Demonstration Sites January 1, 2012 – Contracts in Place with Supervising Agencies October 31, 2011 – Successful Bidders announced January 6, 2011 – RFP process begins June 1, 2010 – RFP drafting begins

Milestone Details - Demonstration Sites RFP Development – June 2010 to December 2010 • Input from the committee and stakeholders will be incorporated into an RFP for Supervising Agencies • DSHS can not be involved in conversations about the topic with potential bidders once RFP drafting begins • During this time the following activities must occur: • Development of RFP document • Review of RFP document by members of the Transformation Design Committee • Posting of legal notice for procurement • Preparation of scoring and evaluation process • Selection of Bid Reviewers

Milestone Details - Demonstration Sites RFP Process – January 2011 to October 2011 • Once the RFP document is complete it will be posted and the RFP process begins • During this time the following activities must occur: • Potential Bidders provide a Letter of Intent to Bid • Bidders Conference is held • Bidders’ Questions must be collected and answered • Proposals must be received • Proposals must be evaluated and scored • Apparently successful bidders must be selected

Milestone Details - Demonstration Sites Contract Negotiation – October 2011 to January 2012 • Once the Apparently Successful Bidders are selected contracts must be negotiated and executed • Contract terms will address: • A manageable set of system goals and outcomes • Investment of public resources in a thoughtful and strategic way • Ways to build community capacity so core services are delivered in a consistent manner around the state • Accountability to the public through performance measures • During this time DSHS must also respond to any protests made by unsuccessful bidders

Milestone Details - Demonstration Sites Start Up Period –January 2012 to July 1, 2012 Supervising Agencies (Successful Bidders) will hire and train staff to provide case management and the service package Supervising Agencies will establish any needed sub-contracts for the service package Children’s Administration will work with Supervising Agencies on a plan to transition work and cases Children’s Administration will end other client service contracts with agencies in the Demonstration Sites

Performance Based Contracts Timeline for other parts of the state – Now until January 1, 2011 DSHS has established a cross department steering committee and project team to begin discussions on the scope of the transition to Performance Based Contracts The transition process will include opportunities for stakeholders to give input Preliminary discussions have centered on how changes will meet the needs of children and families more effectively The process for establishing new performance based contracts will depend upon scale of change in the contracts

Performance Based Contracts - Timeline Timeline – Now until January 1, 2011 • As with the Demonstration Sites, Performance Based contracts in other parts of state should: • Have a manageable set of system goals and outcomes • Reflect input from stakeholders including parents, foster parents, and youth who have experienced foster care • Invest public resources in a thoughtful and strategic way • Build community capacity so core services are delivered in a consistent manner around the state • Be accountable to the public through performance measures • Build upon assets provided by current state employees, tribal leaders, community based service providers, advocacy organizations, and other stakeholders

Impact on Transformation Design Committee Timelines To complete the RFP process for Demonstration Sites by July 1, 2012, the following information is needed from the Transformation Design Committee by May 28, 2010: Expected outcomes, performance measures, and suggested measurement processes for the Demonstration Sites Answers to legal issues regarding liability, insurance, representation in court hearings, etc. Expectations that impact federal requirements and funding Requirements regarding practice issues that will be addressed in the contracts with Supervising Agencies Recommendations regarding the rate structure

  12. Impact on Transformation Design Committee Timelines To complete the transition to Performance Based Contracts in all other areas of the state by January 1, 2011, DSHS needs to know the Demonstration Site locations and preliminary information on contract outcomes by December 2009
