What is Handler Data? • This module contains the basic data necessary for tracking and monitoring a handler • Handler information is obtained from Notification and Part A forms; documentation supporting inspection results, office review and Part B information; and Biennial Report data. • Allows users to enter, modify, or review information for each handler of hazardous waste. • Allows users to process Notification or Part A forms, gather and maintain descriptive information from inspections and reports, disseminate data in the form of reports or online queries, track State or Regional data with EPA HQ federal requirements, and maintain records of past handler activity. • The Handler Module is the starting point for all information about hazardous waste handlers entered into RCRAInfo. 3

  4. How Do You Begin? • Perform a search to see if the Handler is already in RCRAInfo. • If the Handler is found, you then can proceed to update the information or add another source record. If the Handler is not found, you can create a new Handler. • Remember it is very important to perform a thorough search using multiple search criteria to ensure you do not assign a new ID to an existing Handler. Use of the “Wildcard” search is highly recommended. 4

  5. Handler IOR and Access Rights • Implementer of Record for Handler is fixed (.i.e., only one agency can maintain Handler data) • Access Rights: • Level 1 – Read access • Level 2 – Read and Add access • Level 3 – Read, Add, and Update access • Level 4 – Read, Add, Update, and Delete access

Create a New Handler • Choose to have RCRAInfo generate a Handler ID by clicking on the link “Generate an ID”, or populate the EPA ID field with a value issued from a State or Regional office. • For generated EPA IDs, the first two characters will be the state postal code, the third character will be an "R", and the next nine characters will be a generated sequence of numbers with a check digit as the final number. • Users entering a State-generated ID will see three boxes to create the EPA ID. The first box contains the state postal code, already populated by RCRAInfo.  The next one characterboxis required, and the last box accepts one to nine additional characters.  Then click on the link “Create this ID”. • The Create a New Handler-Site ID Form screen will be displayed. 6

  7. Create a New Handler - Site ID Form Screen • A blank Site ID form is displayed. (The only difference between this and the “Update Site ID screen” is the update screen is pre-populated with the latest data.) • The Site Identification Form screen is lengthy. To facilitate navigation, shortcuts to each section are provided at the top and bottom of the form screen. Once a “Reason for Submittal” has been selected, the Required Fields are marked with an *, and the form will not save if a Required Field is left incomplete. 7

(cont.) • Added “Receives Hazardous Waste from Off-site” (Box 10.7) • Added “Eligible Academic Entities with Laboratories” (Box 10.D) • Added “Notification of Hazardous Secondary Material” (Box 12) • - If “Yes”, data on the “Addendum to the Site Identification Form: Notification of Hazardous Secondary Material Activity • Increase length of “Certification Title” to 45 characters (Box 14) 9

  12. Handler Universe Inactivation • When you click on :”Handler Inactivation Universe” it will then ask: Are you sure you wish to inactivate this site’s handler universes? If so, please click OK; otherwise, click Cancel. (You will have to select the appropriate State Waste Generator Status on the next page.)” • Enter the Receipt Date and all appropriate information and click “Save”. 12

Site Detail Report • Clicking on this link runs the Site Detail Report. • The Site Detail Report provides "all available details" from the handler module and summarized information from the waste activity monitoring module for the site you are working on. The report integrates National Biennial RCRA Hazardous Waste Report data with Site Identification data. 13

Maintain Other IDs • Clicking on the “Add Other ID” link displays the “Maintain Other ID screen” listing any existing Other ID(s), the activity location and handler details, whether or not the facility is the same, the Other ID's relationship to the EPA ID, and its description. If Handler Details are available for the Other ID, a magnifying glass will appear under the Handler Details column.  Click on the magnifying glass to proceed to the Other ID's Handler Details screen. • This allows users to assign additional identification numbers to a Handler and to specify each ID's relationship to the EPA ID.   • You will now be able to add, update, or delete Other IDs, if you have the appropriate access rights. 14
