Shea, Deputy Commissioner EMPG Subgrant and Reimbursement Manual The Emergency Management Performance Grant (EMPG) Subgrant and Reimbursement Manual was created as a tool to assist local municipalities in applying for and receiving funding through the EMPG. The following presentation covers the most frequently asked topics from the manual. Verify that copies of invoices, and either checks or computer generated reports are present as proof of payment for all items listed on the 85-21 form.
