Overview of WP 2 Energy Baseline Assessment • Bilateral agreement of the two Bulgarian project partners on common report on energy baseline assessment • The Energy Efficiency Program of Dobrich was the background for the assessment • Basic principles for the energy baseline assessment were: partnership, volunteer participation of all parties, involvement of the civil society, collaboration, mutual enhancement, measurability and particularity. WP 2: Energy Baseline Assessment • Key actors involved in the energy baseline assessment: • - specialists from DLAEM • - experts from the municipality • - representatives of private eneterprises • (business, energy companies, etc.) • - civil organizations • Major data sources (at local level): • - energy providers (E-on – electricity, CHTK – natural gas, “Toplivo”, coal and firewood • - Dobrich municipality (Local Tax Department – information about motor vehicles, buildings, energy costs • - Natoonal, regional and local statistics MUSEC-EIE/06/024/SI2.445716

WP 2: Energy Baseline Assessment • Tools used for the implementation of the energy baseline assessment: • - survey (desk research, interviews, personal contacts, telephone, e-mail correspondence, interactive communication) • - contacts with municipal administrators with the relative departments and business companies • - meetings of the national SEC group and the local stakeholders, meetings of the project team • - public launch of the project (media publications, presentation, dissemination activities) • - evaluation (calculations) MUSEC-EIE/06/024/SI2.445716

  7. WP 2: Energy Baseline Assessment The evaluation of the energy consumption was performed according to the consumed energy sources in Dobrich i.e.: electric energy, natural gas, firewood, coal, gasoline, diesel. The figures are presented in Terajoule. MUSEC-EIE/06/024/SI2.445716

WP 2: Energy Baseline Assessment • Steps of implementation • The energy consumption was disaggregated by the sectors of: residential sector, transport, services, industry. • In-depth evaluation of the energy consumption was performed for: buildings, gasification & heating, electricity supply, transport. • Energy balance was evaluated for each year by sectors and by energy sources. • Basic overview of the energy consumption in Dobrich MUSEC-EIE/06/024/SI2.445716

WP 2: Energy Baseline Assessment • Constraints • Not a common practice in the municipal governments to implement energy baseline assessments • Incomplete databases in regards with energy performance at disposal in the municipalities • Variety of measuring units for calculating energy characteristics • Lack of specialists in the municipal administrations to observe the evaluation MUSEC-EIE/06/024/SI2.445716

WP 2: Energy Baseline Assessment • Advantages of the assessment • Gives an opportunity to trace the energy consumption in depth, settign the objectives and targets for the achievement of sustainable energy efficiency municipality • Sound basis for development of long-term program for energy efficiency in dobrich municipality • Helpful for decision making process as it involved the key actors and the local stakeholders of interest and expertise in Dobrich • Keeps significance regardless the inevitable policital changes in Dobrich MUSEC-EIE/06/024/SI2.445716

WP 3 Identification and Analysis of Best practices Establishment of National SEC Advisory Group • Inauguration meeting on June 5th 2007 in Dobrich • Nationally and Regionally represented organizations attended the meeting • Topics: presentation of the project concept, objectives and targets for achievement, results MUSEC-EIE/06/024/SI2.445716

WP 3 Identification and Analysis of Best practices • Establishment of National SEC Advisory Group • 12 people signed Declaration of participation as a committment, collaboration and application of practical approach to activities realization • Members of the National SECA Group: • - 1 Municipal official from Dobrich • - 3 energy specialists from the energy agencies in the Bulgarian Black Sea region • - 4 experts of sustainable development and environment protection from regionally presented organizations • - 1 person of national organization • - 1 engineer of a state institution (Varna Technical University) • - 1 employee of a energy ESCO company MUSEC-EIE/06/024/SI2.445716
