CPMD Mission, Vision and Goal Mission: Provides subject matter expertise to the TRADOC Commanding General and TRADOC Staff/Senior Mission Commanders for Military Police Operations and supports the development and management of TRADOC’s Force Protection mission. Vision: An adaptive and responsive directorate capable of providing expert advice and synchronization for military police operations while leading/supporting TRADOC’s Force Protection mission. Goal:Mission Assurance

Provide Law Enforcement (LE), Military Working Dog (MWD), Army Corrections and Detainee Operations subject matter expertise and program management for TRADOC Commanding General and TRADOC Staff/Senior Mission Commanders 2. Effectively and efficiently monitor, collect, analyze, and disseminate criminal and domestic terrorist threat information/intelligence 3. Lead development, implementation and management of TRADOC Antiterrorism (AT) Program 4. Manage a practical, economical, and effective Physical Security (PS) program 5. Solicit, coordinate, validate, and submit Force Protection resource requirements and oversee the obligation of funds for MDEPs VTER (AT), QLPR (LE/MWD) and QPSM (PS)

Airfield CSG contract grandfathered from prohibition on use of CSGs in CONUS. Installation access control CSG contractwas merged with pre-existing Airfield CSG contract since FY 02 and funded by OPMG through IMCOM Garrison managed CSG contract since FY 2005. * Realigned to 131075

TRADOC FP RM Issues • Will mandated use of BRM for Schedule 75 requirements programming be extended to non-IMCOM ACOMs? • What MDEP supports Criminal and Domestic Terrorism Threat Information Analysis capabilities? • Use of SAG 131 vs SAG 135 (QLPR/QPSM). VTER remained in SAG 135! • Antiterrorism Program: TRADOC CoE ATO manpower requirements not validated. Conotates that IMCOM Garrison ATO is defacto CoE ATO IAW ACP DP 65 CoE-Garrison integrated staff concept! • Law Enforcement (Military Working Dogs) Program: Additional kennel run construction ISO Army directed MWD growth not authorized on TRADOC MP MTOEs. IMCOM will not fund existing construction UFRs because additional MWDs are not authorized. This an Army-wide issue. Present space shortage can’t wait for MILCON solution.

TRADOC FP RM Issues (cont.) • Physical Security (PS) Program: • TRADOC operated airfield CSG funding: • FY 09 – Airfield ACP CSGs continues to be funded by OPMG through IMCOM Garrison managed CSG contract; Roving CSGs for two off-post Risk Level III airfields funded by TRADOC as UFR. • FY 10 – TRADOC POM’d for requirement; 11 X 24 CSG posts on separate CLINs on IMCOM Garrison managed CSG contract. • Need resolution on PPBE responsibility for physical protective measures for Recruiting Stations; TRADOC or USACE? • Uncertainty regarding Equipment-In-Place (EIP) responsibility (CLS Service Area 78 and ARs 420-1 & 415-15 guidance conflict). Results in inconsistent application. • Funding of EY/BY PS UFRs? • Programming of mission OMA/OPA tails to MILCON? (To Include BRAC.) • Separate and Secure PS requirements (US Code) for basic trainees? • Weapons Immersion Program PS UFRs? • OPMG / PEG “not-Critical” determination of Army Airfield OPA PSE requirements (PS enhancement and cost avoidance) (critical equipment preservation and potential CSG reduction) in 10-15 POM. • Existence and emerging Army-level processes (SMS-CM & CVAMP) for risk/vulnerability management. Each process data output is used in PS requirements validation and justification for budget programming. Army intent for merging processes?
