Introduction • Terms of Reference for Social Protection Coordination Group (October 2008) established purpose: • Facilitate preparation of a sector-wide approach (SWAp) • Ensure donor funding aligned with sector strategy/National Development Strategy (NDS) • SPCG agreed in February 2008 that (when mapping exercise complete) preparation of a Harmonisation Action Plan was next step towards both goals

Why a SWAp? • SWAp is a way of working that strengthens government ownership of policy, strategy and resource allocation • Helps ensure that all resources (national and donor) are directed towards government priorities • Reduces transaction costs compared with separate projects (after initial set-up) • Can lead to pooled funding (but does not have to) • Is mainly about processes and approach – commitment to operate a single, coherent programme of support

Draft HAP • Section 2 of paper circulated by secretariat presents draft of a HAP for consideration by group • Sets out proposed series of actions to be taken by MSPFC, donors individually and SPCG to improve coordination and to move towards SWAp • Structured according to Paris Declaration principles, as reaffirmed in Accra

Proposals: Key points • 16 steps identified (summarised in Annex 1). • We need: • As basis for a single sector programme, a single clear statement of MSPFC objectives, aligned with sector spending plans • To decide on scope of sector to be covered by SWAp • A mechanism for regular monitoring and review, based on Ministry objectives, updated donor mapping information and a comprehensive set of key performance indicators

Key points (cont) • Also need: • A sector programming document integrating internal and external funding commitments against agreed objectives • Formal commitment by Ministry and donors to operate within the agreed programme (Statement of Intent) • Expansion of SPCG as basis for sector-wide coordination and accountability

  7. Next steps • Section 3 sets out what the group is being asked: • To endorse this as our sector HAP, once we have a final text everyone is happy with • To consider the draft text and propose any amendments by 21 November • To agree that, using this plan as our road map, we do want to move forward to more formal establishment of a SWAp • If so, to consider and propose amendments to the draft documents at Annexes 3 and 4.

  8. Next steps (2) • This represents a serious decision-point, which donors and MSPFC need to take time to consider • If members accept the actions proposed in Section 3, may be appropriate now to work through the steps summarised in Annex 1 to clarify any issues
