The summary first! • We can’t prevent all phone crime • We can mitigate by reducing the incentive to steal • Many major US cities seeing double digit growth rates in mobile phone crime. • London and other major UK cities now starting to see double digit REDUCTIONS! • Without new legislation • Without new trading regulations • WITHcooperation from the trade • Stakeholders SHARE and they CHECK

Phone crime is not just robbery or burglary • Criminals use ID theft to obtain phones • Credit mules take out air time contracts never intending to pay • Insurance fraudsters launder stolen phones through household and travel claims • Fraudsters sell the phone at auction and claim for loss/theft • Stolen handset revenue funds drug trade, people trafficking, terrorism and other organised criminal activities

  4. A stolen phone impacts several stakeholders • The victim • The phone insurer • The trader to whom it’s sold on • The second buyer • The trading platform that connects seller and buyer • The operator who subsidized it • The police who must investigate it

All stakeholders are linked • Victims want to feel they are being protected • Insurers want to avoid paying out fake claims • Reputable traders don’t want stolen property • The second buyer doesn’t want to lose service • Operators want to provide great service and confidence to their customers • The police need an evidence trail to investigate and prosecute effectively
