OVERALL GOALS 1.1 The main goal of the Norwegian Assistanceto the Balkans is to ”support the processes that maintain and strengthen regional stability, reconciliation, democracy and peace” Euro-atlantic integration becomes part of the programme in such a way that many of the focus areas are interrelated.

  4. 1.2 MIC Programme Goals(expected change in society at the end of the project) • build capacity in selected areas of prioritised municipal tasks • Impact in longer term on decentralisation, in particular devolution • NMFA* expects the projects to work towards the requirements from EU, towards Euro-Atlantic Integration *NMFA: Norwegian Ministry of Foreign Affairs

  5. 2. The Foundation of MIC • a method for mutual capacity building and development of the municipalities focusing on democratic processes • capacity building of local governments through exchange of information and ideas has the potential of adding real and distinct value

  6. 3. NMFA REQUIREMENTS 3.1 Main Criteria • Euro-Atlantic Integration • The projects shall promote regional cooperation • Activities that further the inclusion of minorities will be considered important

  7. 3.2 Cross-cutting Considerations As far as possible, gender equality, women’s rights and environmental considerations must be taken into account in all projects. Some important principles here: Gender-disaggregated statistics; women’s particpation, and the inclusion of indicators that reveal positive or negative developments for women and/or gender equality as a result of the project.

  8. 3.3 Projects not covered by MIC funding • Financingofexport and/or import ofgoods and services • Marketing ofgoods and services • Operationalexpensesbeyond initial costs in thestart-upphase • Establishingactivities in Norway • Developing or testing newtechnology • Transport ofreliefsupplies

OTHER GENEREAL PRINCIPLES OF MIC(NOT YET MENTIONED…) • Programme sustainability:The results of the programme should continue to provide long-term input to the partner municipality also after programme closure. • Coherence with plans of partner countries: The project activities should be coordinated, and in line with, the partner countries' own plans for good governance at national level • Within the municpalities’ mandate:The project activities should focus on municipal activities, as this is where the municipalities’ competence lies

General principlescontinued….. • Recipient responsibility:The Serbian partners should lead the prioritisation, planning and implementation of the co-operation activities and the partners should not enter into activities that may counteract national government strategies. • Local responsibility for implementation:Although the Norwegian partners have the overall responsibility for the project, the Serbian partner is responsible for the implementation on the ground.

  11. Thus, the overall MIC programme goal is… …to improve municipal governance and services delivery. Building solid institutions, implementing transparency in all processes at the local level and fostering accountability, will: • Contribute to an efficient government and; • Lead to increased public trust in the local authorities; • Resulting in a more open dialogue between authorities and inhabitants and; • Stronger people participation in local democracy.
