SpinCo/NewCo PWS Migration Plan • Effective “At Transition” (3-27), a duplicate instance of the PWS platform is established in Ft Wayne and supports all SpinCo PWS customers • Effective “At Transition” (3-27) all PWS customer accounts and data are migrated from the Vz/VOL Valwood PWS platform to the SpinCo Ft Wayne PWS platform (approx 75K users & 97 gb of space) • Vz/VOL ISP Net Ops is responsible for the identification of all SpinCo PWS customer accounts (including California accounts), the migration of the accounts & data, and the management of any “dark period” of customer access during the migration • “At Transition” (3-27), any “grandfathered” PWS services/offers/configurations that are in-place prior to 3-30 will be migrated in their existing configurations i.e. mgb of space allotted • Effective “At Transition” (3-27), new & existing SpinCo PWS customers establish or access their PWS service via the SpinCo 2.0 portal • No later than 30 days prior to Close of Sale, PWS customer notification informing of change of provider similar to Vz.net notification

SpinCo/NewCo PWS Migration Plan (Cont) • Frontier responsible for any PWS related customer communications post close of sale • Vz/VOL is responsible for the establishment of a SpinCo contract with Web.com for Trellix SiteBuilder software • Effective “At Close of Sale” (7-1-10), Frontier is responsible for charges from Web.com for the Trellix SiteBuilder web site building software tool • Frontier is responsible for any re-branding of the PWS offer post close of sale i.e. Terms of Service • SpinCo PWS customers that are suspended for non-pay will be denied access to the service effective “At Transition” (3-27) and thru Close of Sale • Effective “At Close of Sale” (7-1), the Vz/VOL portals, links and sales channels that support the RetainCo PWS service offer are to be re-configured to deny customer requests from the SpinCo territory • Vz/VOL & Frontier assign technical SPOC’s & SME’s to develop and manage the PWS customer migration implementation

West Virginia PWS Migration Plan • The PWS service offer & customer base in West Virginia will continue to be supported on the Vz/VOL Valwood platform thru “At Close of Sale” (midnight 6-30) • The PWS service offer & customer access will continue to appear in the RetainCo portal for West Virginia customers thru “At Close of Sale” (midnight 6-30) • Vz/VOL is responsible for PWS related customer communications prior to Close of Sale with the notice being provided to the customers a minimum of 30 days prior to CoS • Frontier is responsible for PWS related customer communications post Close of Sale including when & where the PWS can be access and used in “full mode” • Vz/VOL is responsible for the definition of the WV PWS customer set as of Midnight 6-30 • At Midnight on 6-30, Vz/VOL will provide WV customers continued access to their data on the Valwood platform but limited to “Read Only” mode • Beginning early on 7-1 (Close of Sale), Vz/VOL will “extract” the accounts and customer data of WV PWS customers (approx 8,500 accounts & 11GB of total space)

West Virginia PWS Migration Plan (Cont) Early on 7-1 (Close of Sale), Vz/VOL will place the data extract on an external hard drive and “overnight” to the location & SME designated by Frontier Early on 7-1 (Close of Sale), Vz/VOL will SFTP network transfer the WV PWS customer accounts and data to the data server designated by Frontier Vz/VOL is responsible for the development & implementation of a data encryption methodology to support the network & hard drive transfer of the PWS customer data Vz/VOL to retain PWS data associated with VW customer of 30 days post Close of Sale and then remove all WV data from Valwood PWS platform Frontier is responsible for establishing a relationship with Web.com for their Trellix SiteBuilder software tool to support the WV customer base being migrated to the Frontier PWS platform Effective “At Close of Sale” (7-1), Frontier is responsible for charges from Web.com for support of the WV customer base Effective “At Close of Sale” (7-1), Frontier is responsible for all new offers of PWS for WV customers Vz/VOL & Frontier assign technical SPOC’s & SME’s to develop and manage the PWS customer migration plan testing & implementation
